中文摘要:近年来,房价高企而严重超出了居民的购买能力。国家针对高房价从土地、利率、贷款和存款准备金率等方面对房地产业进行了严厉的打击,以此为目的来实现房价的回落。在严厉政策的打压下,多个城市的房价已经出现了回落的迹象。房地产开发企业为了继续获的高额利润并长期生存和发展,需要开展对成本风险的管理工作。本文正是在此背景下展开了相关研究。本文的研究内容涉及以下几个方面的内容:首先,对项目成本管理理论、项目风险管理理论和项目生命周期管理理论进行了回顾和评析,并把房地产开发项目生命周期划分为决策、设计、招投标和施工等四个阶段,本文也正是对这四个阶段的成本风险管理展开研究的。其次,对房地产开发项目成本风险管理的研究现状以及其特点进行了分析,以为后面章节的研究奠定基础。第三,从理论分析角度出发,对房地产开发项目生命周期各阶段的成本风险识别、度量、应对和监控方法进行了分析。第四,借鉴上述对房地产开发项目成本风险识别、度量、应对和监控方法的研究,以杭州保利东湾大型住宅项目为案例,对具体的成本风险识别、度量、应对和监控方法和手段进行了实践研究,为其它类型的房地产开发项目成本风险管理起到了借鉴作用,并不断丰富和充实了房地产开发项目成本风险管理的理论和方法。 
英文摘要:In recent years, house prices are high beyond the purchasing power of the residents. For debasing high house prices, our government constituted some policies from land, interest rate, and loan and deposit reserve rate of the real estate industry. Through implementing policies, the house prices of some cities have been dropped. In order to continue the high profits and long-term survival and development for real estate development enterprise, it is necessary to carry out the cost of risk management work. We researched this issue based on this context. The research content of this thesis contains several aspects: firstly, reviewed the project cost management theory, project risk management theory and project life cycle management theory, and divided real estate development project life cycle into four stages: decision-making, design, and construction bidding, and this paper researched the cost risk of these four stages. Secondly, the status and characteristics of cost risk management of real estate development projects are analyzed. Thirdly, based on academic perspective, analyzed cost risk identification, measurement, deal and control methods from real estate total life cycle perspective. Fourthly,, referencing the methods of real estate development project cost risk management, using Hangzhou Baoli Dongwan large scale house development project as a case, analyzed the specific cost risk identification, measurement, deal and control methods, the results can be used for reference for others real estate development project, and also complemented the real estate development project cost management theory and method.
