| 中文摘要： | 近十年来，我国交通基础建设投资力度不断加大，特别是近年来，国家“扩内需，保增长”和“转方式、调结构”发展战略的逐步实施，对公路基础设施建设出台了一系列优惠性政策，这对公路行业来说既是一次难得的重大机遇，也是一次严峻的挑战。公路建设随之出现了前所未有的发展局面，投资数量大、开工项目多，在这种状况下，随之发生的一些工程质量问题也引起了社会各界的关注。同时，一批像宏泰公路工程有限责任公司这样机制转变晚、资质实力较低的公路工程建设施工企业，原有的质量管理体系落后和残留的改制前国有企业因受计划经济影响，给公司工程项目建设质量管理和公司未来发展带来很大的制约。本文采用理论研究与实践相结合的方法，同时参考国内外相关文献，对宏泰公司公路工程项目质量管理进行了系统的研究和分析，能对今后的公路工程项目管理研究提供一点参考，并对实际的工程项目管理产生一些现实指导意义。本文研究的目的是依靠现有条件，分析宏泰公司内部公路工程项目施工质量的影响因素，通过对企业组织结构的优化和企业内部质量管理体系关键环节的改进，获得项目施工质量的提升，从而减少企业内部工程质量问题给企业造成的损失，降低企业经营成本，提升企业的竞争优势。本文针对宏泰公司内部复杂环境以及不同规模的工程项目，通过分析影响企业内部公路工程项目质量的关键因素，运用质量控制原理和方法，围绕ISO9001:2000质量管理体系，重点从公司项目质量计划、质量保证和质量控制和质量综合评价四个方面找出有利于提高企业内部公路工程项目实施质量的组织结构的优化方法和项目实施质量管理体系改进的方法，解决公司当前质量管理存在的问题，提升公司项目管理水平。本文的研究有助于公路工程施工企业迅速适应国家 “十二五”发展计划中提出的扩大公路工程基础建设投资规模的需求，特别是在国内经济受国际经济危机影响尚未消除、国家费税改革、公路工程投资渠道发生重大改变的情况下，保证每一个工程项目质量，提高服务水平，增强竞争优势，为企业抢占市场，立稳市场，扩大市场提供有力的措施保障。 | |
| 英文摘要： | Chinese high-way construction is booming，with the ever-inereasing investment which is made in the great number of traffic constructions during the last decade. A challenge for the construction quality arises，with so many projects finished，for which all the circles in China are showing great concern.And , some companies as Hong Tai High-way Corporation are the mechanise behind and a lower capital strength , existing quality management system and the specific work habits of state-owned company bring about the constraints of project quality management and the future of the company. In this article all the factors which can affect quality controls are discussed after the definition and the characteristics of the“high-way project quality”are explained and illustrated; internal factors affecting HongTai company project quality management are specially analysised, and important imfact factor is imperfections and lack of project management. After analysis , the organizational structure is enterprised ,and the quality management system and method is improved form three aspects of quality plan, quality guarantee,quality control by principles and methods of quality control This thesis combines theory study and practiee，by referring to related literature, high-way project quanlity management is systematicly studied and analysised. This paper can provide a reference to the future study on project quanlity management ,and provide guiding significance to the reality. | |
