中文摘要:本文的研究目的是针对目前潍坊市中小企业的经营现状,探讨该如何最大效率的利用企业资源与能力,为企业引进高素质人才,从而达到优化企业人力资本结构,提升企业人力资源管理水平,更好实现潍坊市中小企业稳健、快速发展的目的。论文以中小企业、人力资源管理以及人员招聘管理等相关理论为指导,以潍坊市中小企业的人才招聘战略为研究对象,在对潍坊市经济社会发展情况以及中小企业人力资本现状进行充分调研分析的基础上,制定了制定了潍坊市中小企业人才招聘的战略。该研究从潍坊市经济社会发展现状,以及中小企业经营管理实际出发,综合考虑区域经济发展水平及中小企业的经营实际,从战略匹配、招聘成本、引进渠道与人才激励等几个方面提出了适合潍坊市中小企业发展的人才引进战略,并从制定招聘计划、强化招聘过程管理、招聘绩效评估等三个方面进一步阐述了战略实施的具体措施和对策建议。本文全文共分六章:第一章是绪论部分,内容包括选题背景与选题意义,研究思路、方法与研究内容,以及国内外研究现状等三节内容;第二章是相关理论基础,内容涉及中小企业理论、人力资源管理战略理论,以及企业人才招聘理论三部分内容;第三章是潍坊市中小企业人才招聘管理现状分析;第四章是潍坊市人才招聘的战略选择;第五章是潍坊市人才招聘战略实施;第六章是本文的结论部分。本论文的创新点在于,从理论与实际相结合的角度,在对潍坊市中小企业经营现状及人才招聘管理情况进行科学分析的基础上,提出了潍坊市中小企业人才招聘的战略选择,并进一步指出了战略实施的操作化建议。希望该项研究对提升潍坊市中小企业人才引进决策的科学性,并切实提升资源的利用效率,改善人力资本结构,提高经济效益,进而为促进潍坊市中小企业发展提供有价值的探索。 
英文摘要:Purpose of this research is for the current operating status of SMEs in Weifang City, to explore how the maximum efficiency in the use of corporate resources and capabilities for enterprises to introduce high-quality personnel, so as to optimize the structure of human capital, enhance human resource management, more Weifang SMEs to achieve a good sound and rapid development.
