中文摘要：	水是生命之源、生产之要、生态之基。太原市城市水资源的匮乏和开发利用的不合理，将制约全市经济发展和人民生活水平的提高。城市供水企业是关系国计民生的重要行业之一，对促进城市水资源的可持续发展起着重要作用。然而，随着市场经济的发展和城镇化步伐的加快，国有供水企业传统经营管理体制的弊端日益凸现。为了适应社会发展的新形势、新机遇和新挑战，确保城市供水企业能为居民、政府及企事业单位提供高效、优质的供水服务，满足城市社会经济发展的需要，科学的制定太原城市供水企业发展战略具有重大的理论和现实意义。 本文以战略管理理论、环境分析理论为指导，以太原城市供水企业为研究对象，在广泛收集、查阅资料和实地调研的基础上，对太原城市供水企业的发展战略进行了深入研究。论文分析了太原市城市概况及水资源状况，阐述了太原供水企业的发展现状和存在的主要问题，并运用SWOT分析法阐明供水企业面临的优势、劣势、机会和威胁，在此基础上，采用分类用水指标法对太原市未来若干年需水量进行了预测，并提出了企业发展的总体发展战略和具体战略，并从可操作的层面，论述了三项战略实施对策，即：产权结构与投资主体多元化、营销管理与质量保障、人力资源管理与企业文化建设。本文的创新点在于，从理论与实际相结合的角度，对太原市城市供水企业的发展战略问题进行了深入研究，阐述了“以水为本，多元经营；创新机制，拓展市场”的总体发展战略，目的在于实现城市供水企业的持续、快速、跨越式发展，满足城市经济和社会发展对供水的需求，最终实现太原市水资源的可持续发展。
英文摘要：	Water is the source of life, production, ecological base. Taiyuan city water resources shortage and development utilization of unreasonable will restrict the economic development and the improvement of people's living standard. City water supply enterprise relationship beneficial to the people's livelihood is one of the important industries, to promote the city water resources sustainable development plays an important role. However, with the development of market economy and the quickening of urbanization, state-owned water supply enterprise traditional management disadvantages increasingly protruding shows. In order to adapt to the social development in the new situation, new opportunities and new challenges, to ensure that the city water supply enterprises for residents, the government and enterprises and institutions to provide efficient, high-quality water supply services, to meet the city's social and economic development, the development of science and the Taiyuan city water supply enterprise development strategy is of great theoretical and practical significance. Based on the theory of strategic management, environment analysis theory as the instruction, to the Taiyuan city water supply enterprise as the research object, in the extensive collection, access to information and on the basis of field survey, the Taiyuan city water supply enterprise development strategy is studied. The paper has analyzed the Taiyuan city status and the status of water resources in Taiyuan water supply enterprise, expounds the development status and existing problems, and use SWOT analysis to elucidate the water supply enterprise faces the advantages, disadvantages, opportunities and threats, on this basis, using the classification water index method of Taiyuan city in the future several years water demand forecast, and puts forward the enterprise development the overall development strategy and specific strategy, and from the operational level, this paper discusses three strategic implementation countermeasure, namely: the property right structure and diversity of investment main body, quality assurance, marketing management and human resource management and enterprise culture construction. The innovation point of this paper is, from a combination of theoretical and practical point of view, of the city of Taiyuan city water supply enterprise development strategy issue carried out in-depth research, elaborated "water for this, diversified; innovation mechanism, expand the market " overall development strategy, aimed at the realization of city water supply enterprise sustained, rapid, span development of city economy and social development, to meet the demand for water supply, realize the sustainable development of water resources in Taiyuan city.
