| 中文摘要: | 天然橡胶是国家紧缺的重要战略物资,是四大工业原料中唯一可再生资源,海南农垦是我国重要的天然橡胶生产基地,自从1952年建立以来,为国家社会经济发展做出了重要贡献,并成为我国最大的天然橡胶生产基地。海南农垦管理体制已经进行多次改革,并已按照“三融入”即体制融入地方、管理融入社会、经济融入市场的要求,全面下放到海南省管理,国有开割胶园从2008年起全面推行“定量上交”的职工家庭长期承包改革。但是,由于多方面原因,海南农垦天然橡胶的经营机制还不能完全适应市场经济发展的要求,天然橡胶产业优势和特色得不到充分发挥,天然橡胶产品缺乏在国际市场上的竞争力。职工家庭长期承包制,虽然在一定程度上调动了胶工的割胶积极性,提高了劳动生产率,但急功近利、短期行为也随之出现,威胁着天然橡胶的可持续发展。因此,对海南农垦天然橡胶产业经营体制进行深入研究,具有重要的理论及现实意义。本文以产业经营体制相关理论为指导,以海南农垦的代表性农场--新中农场为研究案例,在回顾该农场近十年来天然橡胶产业经营体制发展变革历程的基础上,对海南农垦天然橡胶经营体制沿革进行了客观评价,论述了岗位联产承包责任制、职工家庭农场模式、生产队承包责任制、股份合作制模式、国有开割胶园长期承包模式,重点分析了国有开割胶园长期承包模式的改革背景、基本做法及特点、成效和存在的问题。海南农垦天然橡胶经营体制改革具有责权利逐步明晰,生产经营模式日趋合理,橡胶生产逐步标准化、分配更加科学合理和风险意识逐步增强等特点,但改革进程中仍存在员工队伍老龄化现象凸显、管理人员学历层次偏低,海南农垦天然橡胶生产面临多重威胁等问题。本文的创新点在于,根据管理学的相关理论原理,针对存在问题提出了颇具操作性的解决对策,从产业产权制度改革、员工队伍建设、经营环境建设等几个方面提出了深化农垦天然橡胶经营体制改革新的思路。希望本文的研究能对海南农垦天然橡胶产业的可持续发展有所裨益。 | |
| 英文摘要: | Natural rubber is an important national shortage strategic material; it is also the only renewable one of four industrial raw materials. Hainan State Farm (HSF) has made great contribution to national economic construction, development and constitution since its establishment in 1952. Now it has become the largest nature rubber production base in China. By far, a lot reforms has been conducted on the management system of HSF, and it is already administrated by Hainan Province in accordance with the "Three Integration" principle i.e. “the administration should be attached to local, management should be integrated into sociality and economics be integrated into market”. "Quantitative turn in" and “long-term contract” model has been fully popularized in state-owned tapping plantation from 2008. However, caused by many reasons, the management system of rubber industry in HSF isn’t suit for the requirement of socialist market economy completely, which will restrict the fullest play of the industry’s superiority and characteristics. As a result, its rubber products lack of competitive in international markets. Though the full implementation "quantitative turn in" and “long-term contract” policy could stimulate the employees' enthusiasm and improve their work efficiency at some extent, Eager for quick success and the short-sighted obsession with profits will still do harm to sustainable development of natural rubber industry and bring the industry serious challenges. Therefore, it has great theory and realistic significance to study on the management system of HSF’s nature rubber industry. According to related industry management system theories, this article objectively analyzed and evaluated the management system evolution of natural rubber industry of HFS by taking Xinzhong Farm- a representative farm of HSF as an example, through the review of its development in natural rubber industry management system during the past decade. The unit output-related system of contracted responsibilities, the model of worker’s household family farm, the production team contract responsibility system, the stock cooperative system model, and the long-term contract model of state-owned tapping plantation were analyzed. And key researches were carried on the reform background, fundamental practices and achievements of long-term contract model and its disadvantages. HFS’s nature rubber industry management system has characteristics as following: the responsibilities and rights become well defined gradually; the production and management model is becoming more reasonable; rubber production become gradually standardized, more scientific and reasonable allocation is gradually realized; risk awareness is gradually enhanced. But it also has many problems which may be encountered in management system reform such as serious aging employees –phenomenon, low education level of management staff and other threats which may be faced in rubber industry. The innovation of this paper is to propose management strategies of HFS’s natural rubber industry according to the related theories and principles of management science. Development concepts of management system reform were worked out through different ways such as property rights system reform, workforce construction and manage environments construction. These results will do benefit for sustainable development of HSF’s natural rubber industry. | |
