| 中文摘要: | 我国是富煤少油的国家,能源供给很大程度上需要依靠煤炭。电力是重要的二次能源,是现代工业的通用能源。煤炭与电力的发展水平与和谐程度,直接影响到我国的能源安全供应和经济可持续发展。同时,从产业链角度,煤炭与电力具有很强的共生关系,煤炭与电力只有相互促进、相互协调才能取得共赢。因此,“以电力为中心,以煤炭为基础,煤电路港一体化发展”,应该是我国能源产业发展的核心,对于我国能源产业健康发展具有极其重要的意义。本文将以中国国电集团公司为例,首先从火电企业生产经营状况、煤炭企业经营环境、煤炭运输现状以及中电投、华能、大唐、华电等几大发电集团能源产业发展现状等方面,对煤电一体化发展模式的必要性进行全面分析;然后详细介绍目前国电集团公司现有煤炭资源、电煤需求以及铁路和港口等相关领域发展情况和存在的不足;结合国电集团“十二五”期间的能源发展规划,从打造煤炭开发基地、参控股铁路运输、加快港口资源投资布局、尽快形成蒙东褐煤南运下水网络、打造海江联运船队以及抓好大型贮煤基地建设等方面,提出符合国电集团实际的煤电路港运一体化发展战略构想,最后对战略构想进行科学的效益预测及风险评估,进一步增强了论文观点的科学性和准确性。通过本文的研究,希望能够对全国电力企业在制定能源发展战略时起到一定的借鉴和引导作用,加快调整产业结构,加快企业转型经营,尽快建立起以电力以核心,煤炭为基础,延伸产业链,实行一体化经营的能源发展模式.全面实现国家主导科学发展的煤电一体化,达到优化国家能源资源配置,调整煤电产业结构,实现国家能源供应可持续科学发展的目标。 | |
| 英文摘要: | China’s energy supply relies heavily on coal because of its large coal reserve and oil shortage. Electric power is an important secondary energy widely used by modern industry. The development of coal and electric power industry and their interrelationship have direct impacts on China’s energy safety and economic sustainability. Moreover, strong correlations exist between coal and power industries from the perspective of supply chain. Win-win is possible only when these two industries are mutually promotive and coordinative. Therefore, Integrated development of coal, power, road and port centered on electric and based on coal should be the core principle guiding the development of China’s energy industry. The principle is also critical to the healthy growth of China’s energy industry. This article studies the case of Guodian. First, it analyzes the necessity of coal-power integrated development based on the operational information of coal-fired power plants, business environments of coal mining companies, the status of coal transportation, and the reality of several power generation corporations including CPI, Huaneng, Datang and Huadian. Then, it goes into details about Guodian’s coal availability, demands, businesses in other industries like roads and ports, and existing problems. Based on Guodian’s Twelfth Five-Year Plan, the article proposes, by taking the company’s reality into account, a strategy of developing coal, power, roads, ports and transportation in an integrated approach. The strategy covers the following aspects: construct coal mine bases, hold shares of railroads, invest in ports, build waterway networks for the southbound transportation of coal from east Inner Mongolia, develop a fleet capable of river-and-sea combined transportation, and improve large coal storage facilities, etc. Lastly, the article forecasts the benefits and assesses the risks associated with the strategy, giving further scientific proof to the accuracy of the author’s viewpoints. The author wishes the study would help and guide China’s power companies to develop their strategies, accelerate restructure and transformation, and establish an energy development model that features center on electric, basis on coal, supply chain extension and integrated operation. As a result, the goals of state-guided, scientific coal-power integrated development, optimal allocation of resources, industry restructure, and energy supply sustainability can be accomplished. | |
