中文摘要:人力资源是企业乃至人类社会发展的核心要素。先进的人力资源开发与管理理论对于海南农垦人力资源发展具有重要的指导及借鉴意义。本论文研究选题来源于中国三大农垦之一的海南农垦体制改革。2008年6月国务院颁布《关于推进海南农垦管理体制改革的意见》,决定按照“政企分开、社企分离、建立现代企业制度”的总体要求,通过体制改革、机制创新,实现海南农垦“体制融入地方、管理融入社会、经济融入市场”的目标,促进海南农垦和海南省经济社会又好又快发展。国务院确定的海南农垦改革的“三融入”目标,归根结底是人的融入,海南农垦人力资源发展首当其冲,必须适应改革发展的时代要求。由此提出本论文的研究主题。本文以战略人力资源理论为指导,在系统回顾海南农垦半个世纪以来人力资源发展历程,细致比较新旧历史发展时期海南农垦人力资源发展的支撑体系的演进,认真分析当前海南农垦人力资源发展支撑体系面临的挑战,从现状、未来需求以及操作可能等方面进行了深入考察,提出海南农垦人力资源发展必须坚持的三大战略定位,以及为实现战略目标必须采取的四项措施。本论文的研究结论为海南农垦的改革发展提供有益的决策参考和支持。 
英文摘要:Human resource is the enterprise and the development of the core elements of human society. Advanced theory of human resource development and management of human resources for the development of Hainan State Farms has an important guide and reference. State Council determined Hainan State Farms reform "three into" goal, in the final analysis, it is the people into, Hainan State Farms bear the brunt of human resource development, reform and development must meet the requirements of the Times. From this, proposed research topic of this thesis. In this thesis, the strategic human resources theory as the guide, Systematic review of Hainan State Farms half a century the course of development of human resources, Careful comparison between new and old period Hainan State Farms human resources development of the evolution of the support system, analyze Hainan State Farms support system of human resource development challenges, from the present situation, future needs, and may other aspects of operating an in-depth study, put forward Hainan State Farms human resources development must adhere to the three strategic positioning, and to achieve strategic objectives of four measures must be taken. A conclusion of this thesis is the development of Hainan State Farms reforms provides a useful decision-making and support.
