中文摘要：	BT是英文Build（建设）和Transfer（移交）缩写形式，意即“建设--移交”，是政府或其授权单位利用非政府资金来进行基础非经营性设施建设项目的一种融资模式。 BT模式是BOT模式的一种变换形式，指一个项目的运作通过项目公司总承包，融资、建设验收合格后移交给业主，业主向投资方支付项目总投资加上合理回报的过程。目前采用BT模式筹集建设资金成了项目融资的一种新模式，特别是施工企业从施工主业向建设市场高端领域拓展的过程中，BT模式是实现投资引领企业发展的最佳战略。本文采用理论研究与案例分析相结合的方法，依据项目管理理论、项目投融资理论和项目决策理论，研究了BT模式的内涵、特点、风险、决策和实施过程，在归纳总结了国内BT模式的发展与运用情况的基础上，结合工程项目的特点，提出符合施工企业运用BT模式参与工程项目建设的一整套方案。具体包括BT模式的适用条件、项目运作机制、投资决策与风险评价以及工程项目实施方略。同时，结合天津集疏港公路二期南段工程项目的实施进行案例分析，以实际的效果证明了该方案的可靠性。本文的研究成果为施工企业在建设领域竞争日趋激烈的条件下如何转变观念，不断拓展市场提供了一条新的思路。对我国施工企业的发展壮大和核心竞争力的凝聚有着积极的帮助。
英文摘要：	BT is the abbreviation of Build and Transfer, Build-Transfer mode. BT mode is a financing model that the government or its authorized units making use of non-government funds to invest non-business public infrastructure projects. BT mode is a transformation of the BOT form. It refers to the government through bidding to choose investor, the successful bidder found a BT project company, the company took charge the project investment, financing and construction, after completion, handed it over to the government, the government gave the enterprise the construction funds and the financing of the principal and interests according to contract. At present, BT (Build-Transfer) mode is a new kind of financing mode in urban infrastructure construction projects. Especially, in the course that construction enterprises develop and expand from its construction industry to the high fields of construction market, adopting BT mode becomes their optimum strategy to achieve that investment leads business development. This paper combines the theoretical analysis with the empirical studies, according to project management theory, project invest & finance theory and project decision-making theory, studies the connotations, characteristics, risks, decision-making and implement of BT mode, summarizes the development and practice of BT mode in urban construction market, and put forwards a complete scheme that suitable for construction enterprises adopt BT mode to participate in project construction. This scheme includes the applicable conditions, project operation mechanism, investment decision, risk assessment and project implementation strategy of BT mode. And combined with the empirical analysis for the implementation of Tianjin Jishugang Expressway Southern project (II stage), the actual results of this project proved the reliability of this scheme. The research results of this paper are critical and establish a clear path for construction enterprises how to change their conceptions and how to expand construction market continuously, at the same time also provide positive help for the development and the condensation of the core competitiveness of construction enterprises.
