中文摘要：	2008年三聚氰胺事件给我们敲响了食品安全的警钟，给无数家庭带来了深深地伤痛。究其到底还是优质奶源供应不足。而奶源供应之所以不足，不仅仅是奶牛存栏数量上差距，更是奶牛从品质到饲养管理上存在全方位的差距，导致其生产性能低下。（有统计表明我们国家奶牛平均单产只有4.8吨，德国日本平均单产在8.5吨，美国可以达到平均9.5吨）解决问题的根本出路在于提高我国的奶牛良种率水平。这就有了我们在这探讨建设良种繁育信息技术中心项目的必要。未来的良种繁育服务是靠数据说话的，完善的家谱家系，实实在在的真实的海量数据将是良种繁育企业培育核心竞争的力的强大武器。作为一家在牛育种行业处于领导地位的企业，天山畜牧多年来致力于畜禽改良工作，尤其专注于奶牛肉牛的育种，积累了大量宝贵的数据和经验，取得了较好的社会和经济效益。但是和世界发达国家和地区的优秀育种企业相比，我们的差距还是很明显的：不仅仅体现在育种的技术水平，更在育种理念上。对于优良品种我们企业更多还是在引进改良，对于育种服务，尤其拿什么来支撑服务，我们企业还很薄弱，数据的连贯性和真实性方面基本是空白。本文通过对育种行业存在的问题进行广泛的探讨研究，结合波特的竞争优势理论，价值链模型理论，尤其是项目管理理论，对公司投资建设良种繁育信息中心，打造庞大的优质公牛和高产母牛数据库数据库，从而推动公司育种服务的发展的可行性和必要性进行了研究。对该项目建设的财务、效益和风险经行了充分评价。得出了该项目实施完全可行，对企业的战略发展，显著提升的竞争水平有着积极的作用。
英文摘要：	The 2008 melamine events rang our food safety alarms, and brought deep pain to countless families. At the end it comes to high quality raw supply. And the reason for the shortage of raw supplies, is not just the outnumbered cows, but also from cows to quality management, which leads to the low production performance. (statistics show that our country has an average of only 4.8 tons of cows, Germany and Japan average yield 8.5 tons, the United States has an average of 9.5 tons) The fundamental way out is to increase our cows quality level. This was discussed in the construction of information technology center project. The fine breeding service in the future is up to the data, perfection of the genealogy of the family, for real massive data will be powerful weapons of the breeding cultivating core. In cattle breeding industry, as a leading enterprise, the animal husbandry and dedication to livestock and poultry improvement, especially focuses on cow and beef cattle breeding, accumulates the massive precious data and experience, and achieved good social and economic benefits. But compared to the developed countries and areas of outstanding breeding, our the gap is still obvious: not only embodied in the breeding technology level, the more in the idea of breeding. For good varieties, our enterprise is still improving, and as for breeding service, especially what it takes to support services, our enterprise is still very weak and data consistency and authenticity is basically blank. This article is an extensive research of the existing problem in the breeding industry, combined with the potter's competitive advantage theory, value chain model theory, especially the project management theory, which makes a database for the company investment construction breeding information center, so as to promote the development of breeding service company which studies the feasibility and necessity of research. In the project construction, the financial benefit and risk are fully evaluated. Also, the project implementation is found to be completely feasible, to the enterprise's strategic development, and has a positive effect on improving the level of competition.
