中文摘要：	近几年以来，随着国民经济的持续发展，中国每年对能源的需求增长迅速，受国内煤炭产量供小于求、国际能源价格大幅上涨和“市场煤”、“计划电”双轨制等多重因素的影响，煤炭价格持续上涨，使得以煤炭为燃料的电力企业出现整体亏损局面。为缓解电煤价格高涨、煤电联动滞后的矛盾，五大集团均开始进入煤炭行业，提出了提高电煤自给率、发展煤电一体化、建设大型综合能源集团的战略目标。煤炭行业尽管直接卖煤的效益远高于发电收入，但为了规避未来产能可能过剩的市场风险，煤炭行业始终采取风险预控的发展战略进行煤电一体化项目开发，形成了煤电一体化产业链。煤电一体化项目资金投入大、建设周期长、项目事务繁多，作为“煤电一体化”项目的投资者，如何在预可研阶段从技术上、经济上、管理上对项目进行全面综合的分析研究并做出正确的投资决策，从而提高经济效益、保持经济可持续发展、实现煤电一体化企业价值最大化，显得至关重要。本文采用了规范研究与实证分析相结合的方法，定性研究与定量研究相结合，在项目投资评估基本理论的基础上，分析了煤电一体化项目初可研阶段投资评估的独特性，提出了项目评估的整体思路，通过对煤电一体化项目经济环境评估、技术评估、财务评估、融资方案评估、区域经济评估、环境评估、社会评估及风险评估等八方面单项评估的内容、方法进行研究，设定单项评估等级，建立单项评估权重，采用综合评分法对煤电一体化项目各单项评估内容进行综合评估，使煤电一体化项目预可研阶段的项目评估由定性评估变为定量评估，使评估结果更加直观科学合理。煤电一体化战略是新时期实现资源有效配置的重要手段，本文以布连察哈素煤电一体化项目为案例进行了实例分析，通过对项目预可研阶段的单项评估及综合评估，为项目投资决策提供了依据。在国家宏观能源经济的大背景下,通过本文的研究，对煤电一体化项目投资决策和开发建设,促进煤炭和电力能源一体化协调发展具有一定的现实意义。
英文摘要：	In recent years, along with the sustained development of China's annual energy demand is growing rapidly, by less than the demand for domestic coal production, international energy prices and "market coal," "plans electric" dual track, multiple factors the impact of coal prices continued to rise, making coal-fired electric power enterprises have the overall losses. To ease the coal prices, coal linkage behind the conflict, five groups have begun to enter the coal industry, coal proposed to improve self-sufficiency, the development of integrated coal construction of large integrated energy group's strategic objectives. The coal industry, despite the benefits of direct selling is much higher than coal power generation revenues, but in order to avoid possible future excess capacity market risk, the risk of the coal industry has taken control of the development strategy for the pre-integration coal project development, the formation of coal and electricity integration industry chain. Coal and electricity integration project capital investment, long construction period, many for Project Services as the "coal and electricity integration" project investors, how to pre-feasibility study stage, from the technical, economic, and management of the project fully integrated analysis and make the right investment decisions, thereby enhancing economic efficiency, to maintain sustainable economic development, coal integrated to achieve maximum business value, is crucial. In this paper, the specification and empirical analysis of the method of combining qualitative and quantitative research, by combining the basic theory of project investment evaluation based on the analysis of coal and electricity integration project feasibility study in early stages of the unique nature of investment appraisal, made assessment of the overall idea of the project, through the coal and electricity integration project economic environment assessment, technology assessment, financial assessment, financing program evaluation, regional economic assessment, environmental assessment, social assessment and risk assessment, eight in sub-assessment content and methods research, assessment sub-set level, the establishment of sub-item assessment of the weight, coal integrated score of the sub-item assessment of the integration project to conduct a comprehensive assessment of the content, so coal and electricity integration project pre-feasibility study stage by the qualitative assessment of the investment assessment into a quantitative assessment, the scientific and rational assessment of the results more intuitive. New era of coal and electricity integration strategy is to achieve an important means of efficient allocation of resources, this paper Bulian Cahasu case study of coal and electricity integration project case study carried out by the pre-feasibility study stage of the project sub-assessment and comprehensive assessment, To provide a basis for investment decisions.
