中文摘要:随着国家经济模式的转型和经济社会的快速发展,为解决电力供应与经济发展的矛盾,电力系统管理体系完成了重大变革和调整。发电企业的电厂作为电力系统的基本单元,根据以往经验积累,并借助国内外同类型企业的先进管理理念和体系,逐步建立和实现了标准化管理体系。国华定洲电厂作为国家“十五”规划期间的重点建设项目,为高标准、高质量的推进项目的开展,公司坚决贯彻国华公司基建管理模式,按照“以一流的管理建设一流的电厂,以开放的姿态挑战开放的市场”的管理理念,按照“更安全、更可靠、更先进、更经济、更规范、更环保,创国际一流的发电企业”的“六更一创 ”理念,坚持换“烟囱不排尘、厂房不漏汽、噪声不扰民、废水不外排、灰渣再利用”的“四不一再”原则对标先进、对标国际,致力于“以国产设备打造国际一流发电企业”,按照“基建生产一体化”的理念,推行了“小业主、大咨询”的项目管理模式。随着项目的建设和投产,公司建立了各项完善的管理体系。电厂的建设主要分为三个阶段:项目准备期(或项目前期)、项目基建期和生产期,其中基建期的建设周期最短(随着大型自动化机械运用和安装技术的发展,一般600WM机组为17个月)、涉及工程建设的范围最广(涉及项目前期阶段各项措施的落实、生产期的生产准备等)、劳动力和技术力最密集(设备选型、安装技术、管理体系确立直接关系到机组的经济运行和安全生产)。在电厂的现代化建设过程中,基建期的物资设备管理是一个项目能否顺利实施的根本保证条件之一,也是项目建设过程中最难把控制约条件之一。为了更好地落实公司“六更一创”管理理念,基建期的物资标准化管理显得尤为重要。本论文总体研究思路是结合国华定洲电厂项目的建设,阐述基建期标准化物资设备管理体系结构的建立和运作,为新建电厂提供可借鉴的先进的基建期物资设备管理理念、模式和建议。本文通过定洲电厂基建物资设备标准化管理体系的构建与实施的研究,阐述了基建物资设备管理标准化管理体系的构建、建立背景、动因及目的;采取有效分析方式进行标准化管理体系构建与运行研究;基建物资设备标准化管理体系所产生的运行状况和效果; 
英文摘要:Along with the transition of the economic model and rapid development of the economic society of our country, in order to solve the contradiction of power supply and economic development, the Electric Power Management System accomplishes important transform and adjustment. Power plants, which belong to the electric power generation enterprises, are elementary units of the electric power system. In accordance with the accumulation of experience, refer to the advanced management idea and system of similar enterprises in domestic and overseas, the power plants established and realized the Standard Management System step by step. As one of the key construction projects in China’s “10th five years planning”, in order to promote a high standard and high quality project, the Guohua Electric Power Dingzhou Power Plant firmly implemented the infrastructure management mode of the Guohua company. The mode includes the management idea of “top-ranking management construct top-ranking power plant”, the idea of “more secure, more economical, more advanced, more reliable, more standard, more environmental protection, establishing top-ranking electric power generation enterprise” which is called “six more and one establishment”, the insist of “chimney no dust discharge, plant no steam leakage, noise no disturb residents, waste water no discharge outside, ash recycle” which is called “ 4 no and 1 recycle”, the aim of “establish international excellent power plant with domestic equipments”, the concept of “infrastructure and production unify”, and the project management mode of “small owners and big consultant”. Along with the construction and go into operation of the project, the company established impeccable management systems. The power plant is mainly divided into three stages in the construction period, such as the project preparation (or pre-project), project construction period and putting into operation. In that, infrastructure construction period is the shortest period (owing to using large automation machinery and installation technology development, one general 600 WM unit needs 17 months), is most extensive to the construction of engineering (involving the pre-project phase, carrying out all measures, such as the production of working for), and is the most intensive of labor and technology (equipment type selection, installation and technical, management system established directly related to the economic operation of the unit and safety production). During the modernization process of the power plant, the material management in the construction period is the basic guarantee success conditions for the implementation of a project, as far as the most difficult condition to be controlled. In order to carry out the company’s management concept, SIX MORE AND ONE ESTABLISHMENT, the material standardization management in infrastructure period is particularly important. It would be the overall research ideas of the paper that expounds the establishment and operation of the material structure standardization management system combing with the construction of Guohua Electric Power Dingzhou Power Plant, as well as provides material management idea ,pattern and suggestions for new power plants. Through researching the establishment and implementation of materials equipment standardization management system, the paper expounds the following contents: The structuring, background, motivation and purpose of the system;Adopting effective analysis means to research the standardized management system construction and operation; The status of the generated and effect is aroused by the system of;
