中文摘要：	海南是中国难得的天然温室岛，海南农垦在海南拥有她四分之一的土地，具有发展各种热带经济作物和反季节瓜菜的宝贵土地资源，是海南农垦实现产业化发展的基础。近年来，随着市场经济的发展和产业结构的调整，垦区的热带高效农业得到了快速发展。但是从整个发展过程来看，仍存在产业结构布局不够合理、发展不平衡、生产规模和生产能力不强、营销渠道不畅等突出问题。加之近年来，随着我国有关农业特别是热带农业的产业发展政策和国际贸易政策的变化，越来越多的国内外农业企业不断进行更大规模的市场运作，相关竞争也日趋加剧，在这种情况下，研究、制定恰当的战略规划部署对海南农垦集团的成长发展具有举足轻重的作用。本研究概括回顾了相关战略管理理论和方法，以此为分析工具，梳理了海南农垦集团的发展概况和能力基础，归纳阐析了其所面临的政治、经济、社会文化和技术环境要素，剖析了其内外部因素的优势、劣势、机会和威胁。在此基础上，从多个层次提出并阐析了海南农垦集团热带农业产业化发展的规划，进而提出了推进战略规划的实施措施和保障措施。论文认为，海南农垦集团要实现热带农业产业化运营的升级发展，必须科学制定热带农业经营发展规划，加快农业资源整合，优化农业产业结构调整，加强龙头企业培育，打造现代农业产业链和农业产业经营网络体系，强化农业产业服务体系，落实资金、科技和人才保障，努力实现规模化、组织化、品牌化的战略经营。
英文摘要：	Hainan province is China's valuable natural greenhouse island, and Hainan State Farms possesses about 1/4 of its territory. Hainan State Farms has valuable land resource for developing various tropical economy crops and anti-season vegetables, and this has been the foundation of Hainan State Farms’ industrialization development. Recently, along with the development of market economy and the adjustment of industrial structure, the high-efficiency tropical agriculture in the farming area has been developed rapidly. From the point of view of the entire development process however, problems still exist such as the fallacious industrial structure, unbalanced development, too small scale, very low productivity and blocked marketing channels. Additionally, in recent years, since China’s agriculture policies, especially the tropical agricultural industry development policy and international trade policy, have changed a lot, more and more agricultural enterprises, both domestic and foreign, have resorted to larger-scaled operation of the market constantly, and this leads to intense competitions. Therefore, to study and formulate a property strategy for Hainan State Farms is of very important role for its development. This thesis has summarized the related strategy management theories and methods, and has applied them into analyzing the current development situation and basic abilities of Hainan State Farms. Also this thesis has generalized and elaborated the micro PEST environments and internal SWOT factors which Hainan State Farms has been faced with. Based on this, this thesis suggests a development strategy from multiple levels for the industrialization of Hainan State Farms’ tropical agriculture, and the detailed strategy and plans as well as the deployment and assurance initiatives are discussed. Conclusion suggests that, to meet the realization of tropical agricultural industrialization operation’s upgraded development, Hainan State Farms should make scientific tropical agricultural development plans, speed up the integration of agricultural resources, optimize and adjust the agricultural industry structure, foster leading enterprises, build modern agriculture chains and agricultural industrial management network system, strengthening the agricultural service system, offer adequate funding, technology and talents, and strive to achieve the strategic management of economies of scale, organization, and famous brand.
