中文摘要：	中国是世界茶叶的原产地，也是世界上最早形成茶叶商品化的生产国。海南茶叶特别是海南农垦茶叶产业在我国茶叶生产中具有重要的地位。如今海南农垦茶叶基地建设出现的问题：茶园老化、规模渐小，茶叶的市场占有率低，产品结构不合理，茶品种差异不大。其主要原因是茶叶生产基地建设缺乏科学评估方法，茶叶基地建设评估的内容不合理不具科学完整性、茶叶基地建设评估方法缺乏科学的可行性分析。茶叶基地建设评估方法研究的目的是为茶叶项目建设决策提供全面、客观、科学的依据。茶叶基地建设项目评估以白马岭茶叶基地建设为研究对象，研究白马岭茶叶基地建设评估方法，包括茶叶基地项目管理和发展战略，经济环境、技术方案、财务评估、环境评估、社会评估、风险评估等。针对海南白马岭茶叶基地建评估方法研究的特点和条件，本文主要运用单项分析法、综合分析法、风险评估方法，以及坚持实事求是、择优、系统性和规范化的原则对海南白马岭茶叶基地建评估环境因素进行研究，为单位投资决策提供支持。本文分为六个章节介绍茶叶基地建设评估方法：第一章节介绍茶叶基地建设评估的背景、问题的提出、研究的目的、方法、研究的意义和内容；第二章节介绍茶叶基地建设评估涉及的相关理论；第三、四章节以海南省白马岭茶叶基地建设为例论述茶叶基地建设评估环境识别、评估要素，通过风险评估与我场体制改革前后茶叶基地建设实际发生的变化对比分析；第五章节采用专家评估法对海南省白马岭茶叶基地建设进行项目综合评估；第六章节得出论文的结论，同时因茶叶基地建设环境的不确定性，需要茶叶基地建设单位要与时俱进，把握好宏观茶叶市场环境，及时根据市场动向做出正确的调控。
英文摘要：	China is the origin of tea, but also the first commercial producer of tea in world. Tea industry in Hainan has been an important position in Chian. Today there are some problems in Hainan State Farms, Such as: aging tea plants，small scale of production，Low market share of tea，unreasonable structure of products，little difference between varieties of tea,and so on. The main reason is the lack of scientific assessment methods on tea base. The contents of assessment is unreasonable ,unscientific, and incomplete. There wasn’t scientific feasibility Analysis. The decision of tea project will be comprehensive, objective, scientific by research on assessment methods of tea base. In this paper, Hainan Baimaling tea base for example, the assessment methods had been researched, Including project management, development strategy, economic environment, technology, financial assessment, environmental assessment, social assessment, risk assessment ,etc. According to realistic, systematic, Optimization, system and standardized, environmental factors of Hainan Baimaling tea base have been studied by individual analysis, comprehensive analysis, risk assessment. This result provided support for investment decisions There were six section. The first section including such as background of tea base,, the problem, purpose , methods, meaning and content. The theory of tea base assessment was introduced in second section. For Baimaling tea base, environment recognition, evaluation factors, risk assessment had been described, The actual change was analyzed comparatively before and after in the third and fourth section. Comprehensive assessment by experts in fifth section. The Sixth: the conclusion, environment uncertainty, keeping up with the times, understanding Macro market,and making the right Decision by market trends.
