中文摘要:从次贷危机到主权债务危机,世界经济跌宕起伏,复杂多变,不稳定的外部环境给位于中国内地的外向型中小制造企业带来了巨大的挑战。中国在成为世界制造工厂的同时,缺少品牌和渠道的同步发展,仍然处于全球产业价值链的低端,难以避免外部需求的变动通过供应链逐级放大带给制造业大幅波动的风险,即牛鞭效应。供应链整合经验的欠缺和企业管理能力的薄弱,使得外向型中小制造企业面对牛鞭效应的不利影响应对乏术。本文以天津J公司在复杂经济环境中克服牛鞭效应的实践为例,阐述了外向型中小制造企业从外部供应链整合和企业内部管理两个方面,应对牛鞭效应的思路和方法。 
英文摘要:The export-oriented manufacturing SMEs(Small and Mid-sized enterprises)in China are suffering from the great threaten of complicated and changeable economic environment caused by subprime crisis and sovereign-debt crisis. China, the biggest world factory, remains to be the part with low value in the world supply chain and can not avoid the risks of insufficient external demand and export slowdown because of the lack of brand and sales channel. The Bullwhip effect, amplifying the variance of demand, is a critical challenge to export-oriented manufacturing SMEs, who need more experience in supply chain integration and better management skills. The article gives an example of company J in Tianjin for the manufacturing SMEs, explaining the tactics and counter measures against Bullwhip effect by engaging in the supply chain integration and improving the internal management process.
