中文摘要：	现代项目管理是以目标为导向的，其主要管理目标是范围、时间、成本、质量等。挣值管理是项目管理中一种重要的范围、成本和进度综合监控和预测工具。本文从理论和项目实践两个层面探讨了海洋石油建设项目的挣值管理。在石油工程建设领域，激烈的国际竞争和西方跨国企业对国际能源板块的瓜分导致我国能源企业面临发展瓶颈、从陆地走向海洋使得项目运作的风险进一步加大、项目化管理成为国际石油开发建设行业的管理趋势，这些问题对海洋石油开发建设项目管理控制要求进一步提高。鉴于这样的背景，本文将研究内容定位于挣值管理理论及其在海洋石油建设项目中的应用，综述了传统的挣值管理理论研究成果，建立了海洋石油建设项目挣值管理的模型、实施流程、绩效计算和分析、完工预测和纠偏措施，分析了挣值组织保障措施、基础数据收集整理以及动态PDCA循环改进等。论文研究目的是提高项目绩效和控制水平，改善项目管理现状，保证项目目标实现，提高企业项目运作水平和核心竞争力。论文结构上分为六大部分。其中前两章概述了研究的背景、方法、意义和相关理论研究情况；中间三章从挣值理论和项目实践两个层面以及实施保障等方面具体论述了项目的挣值管理理论和实践，是论文的主体部分；最后一章总结了研究成果和结论。全文采用了文献综述、实证研究、定性与定量结合、系统化思维等研究方法。论文主要研究成果是在挣值管理的主流理论和研究成果的基础上，总结了项目挣值管理需要的基本条件、组织与基础数据等保证措施，建立了海洋石油挣值管理的模型、实施流程、预测与纠偏方法，将PDCA循环改进思想用于挣值偏差分析和预警纠偏，从而建立动态循环，不断改进项目执行绩效和项目总体管理水平。论文主要结论为挣值管理是一套重要的项目范围、时间和成本综合管理方法，转变了传统的思维，将项目的进度和费用进行综合度量，解决了项目进度和费用管理单指标预测无法反映项目实际管理真实水平的问题，从而能准确描述项目的进展状态和绩效管理水平，并且预测项目可能发生的工期滞后量和费用超支量，从而及时采取纠正措施，为项目管理和控制提供了有效手段。
英文摘要：	Earned Value Management is an important forecasting and controlling tool for project scope, cost and time integrative management. This essay is focused on the study of EVM for offshore oil field construction on theory and practice. It starts with the situation of Chinese energy corporations and the characteristics of offshore oil field contraction. There are fierce competition on petroleum exploration and development. The trend to go offshore and deeper water makes it more risky for oil industry. All these require us to improve our project management and controlling ability. The essay is focused on the implementation of EVM on offshore oil field development project. It summarizes the traditional research on EVM, sets up a module and workflow for EVM, performance analysis, close-out forecasts and corrective measures. It also discusses the guarantees for efficient EVM implementation such as organizational standard, fundamental statistic, dynamic PDCA improvement, etc. The objective is to improve project management and control standard, guarantee the project performance index. There are six chapters in the essay. The first two chapters summarize the background, method, motivation and theory research background; the following three main chapters focus on the EVM implementation and guarantees; the last chapter is the summary of the essay. The main achievements is summarizing the basic requirements, organizational and fundamental data guarantees; setting up the management module, workflow, forecast and corrective method for offshore oil field construction project; implementing the PDCA in EVM analysis to improve project management continually.
