中文摘要：	摘要本文介绍了关于政府促进本国家或地区获得竞争优势的理论与实例，认为处于落后状态的国家或地区可以实现赶超发展。实现赶超需要提升本地区竞争能力，而培育发展产业集群可以作为实现战略目标的具体途径，产业集群对提高国家或地区竞争力意义重大。国内外针对产业集群进行了大量研究,积累了丰富的成果。本文认为，界定产业集群的关键在于在一定范围地域内是否存在彼此间具有关联性的多家企业及机构围绕某一产业进行本企业或机构所专注的生产经营活动的某一个或某几个环节。为摆脱经济发展相对落后的局面，葫芦岛市委于2011年6月提出追求实现“赶超发展、跨越发展”的战略目标。为实现这一目标，本文建议葫芦岛市把培育发展产业集群的作为战略内容，发挥政府的积极作用。葫芦岛市建市二十多年来已经建立起石化、有色、造船和能源四个基础雄厚的产业支柱，在此基础上，葫芦岛市规划了大力发展的十大产业集群。但是本文认为，葫芦岛市提出建设的十大产业集群发展水平仍然较低，部分产业集群目前尚未达到成为合乎学术标准的产业集群条件。如何做好培育发展产业集群的工作，是摆在葫芦岛市委市政府面前的一项重要工作。本文认为葫芦岛市地方政府应当承担培育发展本地产业集群的行为体、推动者，以国家和省的发展政策为依据，制定发展计划，采取完善区域内产业集群和实施全面行政服务两大策略，同时注意减小甚至规避实施战略过程中可能产生的风险并提高行政效率。
英文摘要：	Abstract This thesis introduces the studies and examples of governments leaded promotion of countries or regions’ competitive advantages, and countries or regions can realize surpassing development. The development of industry clusters can be seen as a pathway to upgrade regional competitive ability that realizes the strategic goal of overtaking. Many researches about industrial clusters have been done in both China and abroad. This thesis argues that the key of the definition of industry clusters is to exam whether in a limited geographical range there are mutual related enterprises and institutions which focus on their one or some links of a production train around a certain industry. Industrial clusters are crucial vital to enhance countries’ or regions’ competitiveness. In order to get rid of the comparative backward situation of economic development, Huludao Municipal Party Committee in June 2011 declared strategic goal of “surpassing development, leap forward development”. This thesis makes a proposal that the Huludao government is suggested to play a positive role in adopting the promoting development of industry clusters as the strategic content. Huludao’s has a solid foundation of four pillars of regional industries as Petroleum Chemical industry, non-ferrous metal smelting and processing industry, energy production and shipbuilding-engineering industry, which are the roots of the ten-industrial cluster-development-plan. However, this thesis takes a negative consideration of the development levels of the ten industrial clusters that the local government looks forward to build; some so called industrial clusters are still far away from reaching theoretical conditions. This thesis suggests the local government of Huludao should take responsibilities to promote the development of local industrial clusters. According to national and provincial polices, the local government needs to draw up and carry out its strategy, adopts two parts work as local industrial clusters consummation and all-round public administration. Local government is also suggested to try to avoid potential risks and to improve its operating efficiency.
