中文摘要:随着经济全球化的发展,中国的企业将面临越来越激烈的竞争与挑战。在反映企业竞争优势的各项要素中,专业技术人员无疑起着十分重要的作用,他们是最具活力的人力资本。虽然大多数企业已经意识到专业技术人员的重要性,但对专业技术人员的激励仍存在着一些问题,这不但制约了专业技术人员积极性的发挥,而且还进一步影响到企业的持续经营与发展。因此,建立一套符合企业实际状况与专业技术人员特点的有效的激励体系,对于保证企业战略目标的最终实现至关重要。 本论文首先对选题背景与意义进行了说明,并简要介绍了文章的主要研究思路、研究内容及所使用的研究方法;其次,论文主要从管理学相关理论入手,对现代激励相关理论进行回顾,并对专业技术人员的激励研究现状进行了综述。在此基础上对企业专业技术人员的概念与工作特征加以界定,并重点探讨了专业技术人员激励的特殊性;再次,本文结合中集天津分公司的专业技术人员激励现状的分析,对目前公司激励中存在的问题进行了详细探究;然后,基于以往激励研究中所忽视的对专业技术人员的激励特殊性的考虑,并针对目前公司的激励中存在的问题,提出了更适合企业实际与激励对象特殊性的专业技术人员激励体系,并对激励体系的内容进行了详细的设计;最后,对中集天津分公司的专业技术人员激励体系的实施与保障对策加以初步阐述与探讨。 本论文通过对中集天津分公司专业技术人员的激励体系研究,验证了与专业技术人员相关的经典激励理论及研究成果对解决其激励问题的工具性与适用性,并总结出专业技术人员鲜明的工作特征与需求的特殊性;探究并分析了目前中集天津分公司专业技术人员的激励中存在的不足,并重新构建了以物质激励、成长激励和精神激励为主线的公司专业技术人员的激励体系框架,进而设计了包括建立以业绩为导向的薪酬福利激励、以培训与开发为途径的职业生涯管理激励、以声誉、情感和文化为基点的精神激励在内的专业技术人员激励体系的具体内容,并对其实施与保障对策进行了探讨;最后对本文的研究不足之处及后续研究方向进行了扼要说明。  
英文摘要:With the development of global economy, the domestic enterprises are facing more and more fierce competition and challenges. In the key elements that reflecting competition advantages of the enterprise, it is no doubt that professional and technical personnel in the enterprise play a decisive role. They are the most vigorous human capital. Although many enterprises have realized the importance of professional and technical personnel, there are still some problems in the motivation of them, which influenced professional and technical personnel to give out their enthusiasm, even hindered the sustained operation and further development of the enterprise. So to establish a set of new inspiration mechanism suitable for the enterprise reality as well as the characteristics of the professional and technical personnel is of vital significance for an enterprise to assure the final realization of its strategic aim. First of all, we introduce the researching background, the significance of the paper, the main ideas, and the research methods at the beginning of the thesis; Secondly, we recall the modern motivation theories and the encouraging research results of professional and technical personnel. Furthermore, defining the concept and features of professional and technical personnel and focusing on the particularity of professional and technical personnel; Thirdly, this paper make the analysis of current questions on the motivation for professional and technical personnel according to the status of the current incentives in CIMC of Tianjin; Then, based on previous studies inspired by the neglect of motivating particularity of professional and technical personnel, we build the new motivation system which is more practical and suitable for the professional and technical personnel, and design the contents of incentive system in detail; Finally, the paper discuses the security measures for implementation of motivation system. The paper make a study of the professional and technical personnel’s incentive system in CIMC of Tianjin which proves that the classical motivation theories and research results are correct and applicable for solving the incentive problems. Then we sum up the working characteristics and special needs of professional and technical personnel; We explore and analyze the shortcomings of the current motivation in CIMC of Tianjin, and re-constructed the framework of the incentive system that includes the material motivation, growth encouragement and spirit incentive. Furthermore, the thesis designs the specific contents of the motivation that includes performance-oriented compensations and benefits, career management that training and development are the pathway, and spirit incentive that the reputation, emotion and culture are the basis. Meanwhile, we elaborate the measures of the implementation and security; Finally the inadequacies of the study and follow-up research directions were outlined.
