中文摘要:目前经济全球化已经是不可逆转的趋势,各行各业都在不断的融入到这一趋势中去。而且随着经济全球一体化的不断加快,世界电信市场呈现出开放竞争的趋势,这为电信企业在全球的快速发展带来了前所未有的机遇,同时也对电信企业在全球的生产经营提出了更高的要求。 随着电信企业的全球布局,企业规模和经营范围的扩张,必然带来企业资源的分散,这时电信企业为了维持自己的竞争优势,就需要进行业务外包。通过业务外包一方面电信企业可以集中资源与力量,选择自己擅长的领域,从而在该领域中形成技术优势和规模优势,提高其核心竞争力;另一方面电信企业还可以突破内部资源约束的瓶颈,充分利用外部资源,降低企业的资本投入和运营成本,提高企业的运营效率,从而使电信企业在全球健康快速发展。虽然目前很多电信企业也采取了业务外包战略,但是外包实施的效果并不理想。由于缺乏对整个外包战略体系的分析和认识,很多企业盲目决策,无效管理,导致了企业资源和核心竞争力的丧失。企业应该如何做出外包决策和进行外包管理成为理论界和企业界共同关注的问题。 由于资源外包战略决策和外包业务管理相关的研究涉及诸多领域,为此,本研究在分析现有外包理论的基础上,结合在该领域常年工作实践体会,创新性地将经营结构作为本研究的理论基点,设计出了基于经营结构的电信企业核心业务评价的体系及外包决策和管理模式。 本研究首先对经营结构理论和业务外包的相关概念以及类型和业务外包快速发展的原因进行了分析,接下来分别从交易成本理论、委托代理理论和资源基础观理论三个方面阐述了业务外包的理论基础以及业务外包流程管理的整个研究现状。在此基础上运用比较分析法将经营结构理论与现有外包理论进行对比,明确本研究将经营结构作为理论基点的原因。 本研究的第三章节分析了经营结构对外包模式的影响,首先从经营结构理论的发展视角得出其对外包实践的启发,接下来,研究从经营结构的四个维度的划分上阐释了经营结构与外包的相关性,最后概括性地叙述了基于经营结构的外包决策框架,为以下章节的展开做铺垫。 第四章对基于经营结构的电信企业的核心业务评价体系进行了研究,系统的研究了电信行业的基本特征和中国电信企业环境的演化路径。并总结出了电信企业经营结构的特征,基于经营结构的电信业务外包的选择。 第五章在问卷调查的基础上利用层次分析法,针对电信企业哪些业务需要外包,如何外包,外包给谁进行了分析,根据各个业务所需的技术能力、市场能力和组织能力设计了外包业务决策模式。 第六章是在电信企业外包决策模式的框架基础上对业务外包的管理模式作出的探究。本研究认为电信企业在业务外包管理中,要重视与外包合作伙伴的沟通交流、关注外包过程中的外包风险分析和控制,并及时对业务外包绩效进行了评价,发现其中的问题和吸取经验。在以上分析的基础上本研究设计了基于经营结构的电信企业的业务外包组织管理模式,并在接下来的章节设计出电信企业外包绩效评价体系,至此,本研究构成了基于经营结构的电信企业业务外包决策以及管理的整体体系。 本文围绕绪论中的研究问题展开研究,在经营结构的外包模式的指导下,对电信核心业务评价体系、外包决策机制、外包关系管理模式、外包风险分析和控制方法以及外包绩效评价与演化机理进行一一研究,对电信企业外包类型的选择、外包动因的判定、外包商的确定流程及如何控制外包风险和作出合理的绩效评估上给出了具体可行性的建议。 本研究的主要创新之处在于运用新的理论基点,将经营结构引入外包对业务外包的整个流程进行了创新性的系统性研究,改进或完善了以往研究之不足,构成了电信企业业务外包流程管理的完整体系。总之,本研究对电信企业核心业务评价及其外包决策与模式的实践具有重要意义。 
英文摘要:Nowadays, economic globalization has become an irreversible trend, businesses from all walks are constantly joining this trend. And as economic globalization accelerates, the world telecommunications market face an open competition, It has brought unprecedented opportunities for telecommunications companies, as well as the high demand for their operation and production. As the telecom company's global distributing, and thus, firm size and operation scope rapidly expanding, corporate resources inevitably disperses. Outsourcing is in demand for maintaining the telecom company’s competitive edge. on the one hand, Business outsourcing can help concentrate its resources and power on what they are good at, therefore enhancing its core competitiveness by the formation of technical superiority and scale advantages; on the other hand, telecom companies can break through the bottleneck of resource constraints by using external resources, reducing the capital investment and operating costs, improving operational efficiency. While many telecom companies have taken outsourcing strategy, but the implementation results are unsatisfactory. In the absence of the outsourcing strategy analysis and lack of know ledge, many enterprises are forced to do blind decision-making, resulting in ineffective management and the loss of core competitiveness. How should companies make outsourcing decisions and do effective management to achieve success? The study tries to guide the concrete practice of the enterprise. By designing telecom evaluation system, outsourcing decision-making mechanism, outsourcing relationship management, risk analysis and control method, the evolution mechanism of performance. In short, it is significant for the practice of core business evaluation and decision-making model of outsourcing based on its operating structure of the telecommunications business. Because of the extensive relations between strategic outsourcing decision-making and other fields , the study designs core business outsourcing evaluation system of decision-making and management mode based on the operating structure of telecommunications companies,on the basis of business structure theory, Including the experience of work practice . Therefore, firstly, this study make some analysis on business structure theory and related concepts of outsourcing and reasons of the rapid development of outsourcing .Secondly, this study explains outsourcing theoretical basis and the whole business process from three aspects regarding transaction cost theory, agency theory and resource based view theory, then On this basis, the study makes comparative analysis between business structure theory and the existing outsourcing theory, identifying the reasons for using operating structure as the research base. The third chapter analyzes that how does the operating structure influent outsourcing pattern. Firstly, from the angle of management structure theory development, the study derives the outsourcing practice inspiration; next, the research describes correlations between the business structures and outsourcing from the four dimensions of the business structure, finally the chapter briefly describes the outsourcing decision framework, Based on the management structure . Based on the above analysis, the fourth chapter makes a systematic research on the core business evaluation systems of telecom enterprise based on business structure. Firstly, the study analyzes the basic characteristics of the telecom industry and environment evolution path of china telecom enterprise. And then, the study sums up the management structure characteristics of the telecom business and its outsourcing selection. In the fifth chapter, by using a questionnaire survey and analytic hierarchy process, the study designs outsourcing decision- making mode regarding which business is needed for telecom outsourcing, how to outsource , whom should we outsource to ,and so on. The following chapter is the research on management. This study suggests that importance should be attached to communication with outsourcing partners, concerning outsourcing risk analysis and control and timely evaluating the performance of outsourcing, finding problems and learning lessons.Based on the above analysis, this study designs telecommunications business outsourcing organization and management model, which constitutes the overall decision-making and management system. Based on issues in the introduction, the paper makes study on evaluation system of Telecom core business, outsourcing decision mechanism, relationship management model, outsourcing risk analysis and control method and outsourcing performance evaluation system under the guidance of business structure theory. The paper gives specific suggestions to the problems such as how to choose the certain business that should outsource, outsourcing motivations, the process of subcontractor determination and how to control the risks of outsourcing and make reasonable performance evaluation. The main innovation of the study lies in the using of new theoretical base. The study introduces the business structure into business outsourcing, systematically restudy the entire process of outsourcing, improveing the previous researches, and thus constitutes the system of telecom enterprise outsourcing process management. In conclusion, this study has important significance for the practice of core business evaluation and outsourcing decision mode determination in telecom enterprise
