中文摘要:摘要作为国民经济的支柱产业,房地产业成为我国市场经济重要的组成部分。房地产项目的实施过程存在着很多风险,正确地对待、评价、处理过程风险,必须站在项目管理的战略高度,从项目启动组织到实施过程管理,全过程、全方位地的控制,加强对风险的管理,是保证项目目的、项目目标实现的关键。本文以房地产项目开发为研究方向,以风险管理基本理论为基础,以实际案例为具体分析目标,研究了房地产项目开发风险管理的有关问题。房地产项目开发是一个动态的过程,从投资意向的产生、土地获取、前期策划、建设实施、项目投入使用、租赁销售到 资金回收,房地产项目开发的主要程序分成四个阶段,即投资决策阶段、土地前期阶段、项目建设阶段和租售管理阶段。房地产项目开发风险识别是一切项目风险管理的前提,在项目开发过程中对可能存在的风险因素进行系统的识别。房地产项目开发风险分析通过概率和统计的方法对项目风险的范围、后果的严重性和时间进行分析研究。风险应对是针对已识别和经过分析的房地产项目开发风险提出科学有效的建议和处理措施。风险监控是指在整个项目实施的全过程中,在每个阶段跟踪已经被识别出的风险,并继续识别新的风险,监测残余风险,保证项目计划的顺利实施,根据实际情况变更风险计划,评估风险化解程度。本文对房地产项目开发过程中的投资决策阶段、土地前期阶段、项目建设阶段和租售管理阶段的风险因素进行全面、系统地识别,并对各阶段的风险进行定量与定性分析,提出了风险应对与监控措施。房地产项目只有在各个阶段、各个方面实施了有效的全过程风险管理,才能真正实现项目的成本目标、工期目标、质量目标和收益目标。结合松江集团运河城项目的实际案例,在前文提出的风险识别与分析方法的基础上,得出该项目开发风险度,并提出相应的应对防范措施,为项目决策提供科学依据。 关键词: 房地产项目 项目开发风险 全过程 风险管理 
英文摘要:ABSTRACT As the core industry of national economy, real estate industry becomes the important part in our market economy. Much risk exists in the process of real estate project. In order to face, evaluate and deal with the processing risk, we must stand on the strategic point of project management. Controlling comprehensively in the whole process, from the start of organization to processing management, and enhancing the risk management, are the key points to implement the project purpose and target. This thesis, taking real estate project development as study direction, taking basic theory on risk management as foundation, taking real cases as analyzing object, investigates the relevant problems during real estate project development. Real estate project development is a dynamic process, from the rising of investment will, getting the ground, making the plan, construction & implement, beginning to use, rent & sale, to getting back the fund. The process of real estate project development are mainly consist of four phases, namely the phase of investment decision, the prophase of ground, the phase of construction and the phase of rent & sales management. Risk identification of real estate project development is the precondition of all project risk management, as to systematically identify the possible risk factors. Risk analysis of real estate project development is by the methods of probability and statistics to estimate and study the range, ponderance and time of project risk. Risk reaction is to propose scientific suggestions and effective measures on the recognized and analyzed risk of real estate project development. Risk controlling is during the whole project process and every phase, to trace the recognized risk, identify new risk, inspect remain risk, in order to ensure the smooth implement of the project. According to real status to change risk controlling plan and estimate how to solve the risk. This thesis comprehensively and systematically identifies the factors of risk during the developing process, for example the phase of investment decision, the prophase of ground, the phase of construction and the phase of rent & sales management. It also analyzes the risk in every phase quantitatively and qualitatively and presents the risk reaction and controlling measures. Only with the whole and effective risk management in every phase and every aspect, Real estate project could achieve its target on cost, time, quality and profit.Combining with the real case –Songjiang Group’s canal city project, based on the above-mentioned risk identification and analysis, to estimate the risk grade of this project development, and propose corresponding protecting measures, so to provide scientific evidence for project decision.
