中文摘要:20世纪后半叶以来,随着时代主题和科学技术的迅猛发展,信息化战争扮演着越来越重要的角色。现代信息化战争要求军事后勤保障必须具有快速响应能力和对外界变化的适应能力。但是近期的几场高技术局部战争实践表明,军事供应链常常因缺少柔性而出现“断链”的危险,因此,军事供应链柔性化问题越来越成为人们关注的焦点。目前关于这一问题的研究缺少系统性与宏观性,不利于决策者和管理者从整体上和运作管理上监控军事供应链运行。因此,系统研究军事供应链柔性化管理问题具有重要的理论意义和现实意义。 论文以战略管理理论为基础,结合供应链管理理论和军事后勤理论,对军事供应链柔性化管理进行了系统研究。采用文献分析法和系统分析法,从战时军事供应链面对的各种不确定因素着手,系统识别了军事供应链在战略制定、战略实施、战略控制各阶段所要求的柔性类型;从战略管理过程出发,构建了具有军事特色的供应链柔性评估体系;针对军队中、高级决策者和管理者需要时时监控供应链运行状况的军事需求,提出了军事供应链柔性评估模型和决策模型;结合军事供应链柔性化管理需要,提出了提升柔性的三大策略:时间压缩策略、空间压缩策略和成本压缩策略。 本研究认为在供应链战略制定、战略实施和战略控制各阶段,军事供应链面对的主要不确定因素不同,继而要求与之相匹配的柔性类型也不同。战略制定阶段主要要求战略柔性和资源柔性,包括战略转换、军地联盟关系、组织结构、人力资源、信息系统和军事设施设备柔性;战略实施阶段主要要求流程柔性和网络柔性,包括物流网络、节点协调、计划、储存、配送和维修柔性;战略控制阶段主要要求产品、数量和响应柔性。在此基础上,构建了基于战略管理过程和战略、战役、战术三大指挥层次的军事供应链柔性评估体系。 从军事效益、军事客户、供应链流程、资源与能力四个维度构建军事供应链柔性度量模型,用以衡量军事供应链整体柔性;构建军事供应链柔性决策模型,用以衡量供应链各阶段的柔性状况;提出基于平衡记分卡和门径管理的整合柔性评估方法。评估模型和决策模型的建立,使军队中、高级管理者既能统揽全局,又能及时发现供应链某些环节或节点中出现的问题,便于及时予以协调或纠正,为其决策提供参考。 针对军事供应链“适时、适地、适量”保障军事需求的战略目标,提出了提升供应链柔性的三大策略:时间压缩策略、空间压缩策略和成本压缩策略。构建了军事供应链时间压缩模型、基于DMI的军事供应链系统运行模型和基于VMI的军事物资存储模型,以贯彻上述策略。 论文分为四个部分,其中第三部分是研究重点。 第一部分主要阐述问题提出和文献回顾,由第一章和第二章构成。第一章介绍论文的研究背景、研究意义、研究内容与研究方法。第二章回顾与这一问题相关的文献研究,为本文指明方向。 第二部分主要论述军事供应链及其柔性化问题,由第三章和第四章构成。第三章阐述军事供应链结构、特征及与企业供应链的区别。第四章阐述军事供应链柔性化的核心理念和理论基础,为柔性化管理研究奠定基础。 第三部分为论文研究的主体,重点论述了军事供应链柔性化管理问题,由第五章、第六章、第七章、第八章构成。第五章分析军事供应链不确定性与柔性关系,为构建柔性评估体系奠定基础;第六章论述军事供应链柔性评估体系构成及理论依据,为柔性度量奠定基础;第七章构建军事供应链柔性度量模型和决策模型,为实施柔性化管理奠定基础;第八章提出军事供应链柔性化策略。 第四部分是论文的总结,由第九章构成。归纳论文的结论与创新点,并提出未来研究的方向。  
英文摘要:With the evolution of the Times’ theme and technology, the Modern Information War has been playing an important role since the end of 20th century.The most distinct characteristic of it is breaking out quickly, developing rapidly, and ending fast. It is a challenge for military logistics to implement the precision logistics strategy. The practices of the latest wars show that military supply chain may be broken down if it is rigid. So people pay more and more attention to flexible military supply chain research. But the present literatures show that systematical and strategic studies are insufficient. So it is very important for both theory and practices to study deeply and systematically the management of military supply chain flexibility. Basing on strategy management theory, supply chain management theory, and military logistics theory, this dissertation focuses on military supply chain flexibility management study, and from the view of senior army managers, identifies systematically the influencing factors of military supply chain flexibility and the types of flexibility matching with them, and designs the flexibility measurement model with Literatures Analysis method and Holistic Model. At last, three flexibility management strategies are advised. Different uncertainties should be dealt with by Military supply chain in different management stages, need different types of flexibility to match with. In the stage of strategy decision-making, there are six types of flexibility identified: strategy flexibility, alliance flexibility between army and business, organization structure flexibility, human resources flexibility, information systems flexibility, and equipments flexibility. In the stage of strategy implementation, six types of flexibility are needed: cooperation flexibility, logistics nets flexibility, plan flexibility, storage flexibility, distribution flexibility, and maintain flexibility. In the stage of strategy control, three types of flexibility match with the uncertainties: products flexibility, volume flexibility, response flexibility. Based on the analysis of uncertainties and corresponding flexibility, a flexibility evaluating system for military supply chain is established. The evaluating model has four dimensions: military effectiveness, military customers, military supply chain process, resources and capability. By integrating them, one can get the evaluation of the holistic flexibility of military supply chain. Using Stage-Gate method, this paper builds a flexibility decision-making model. With the help of it, the army commanders can easily monitor the status of military supply chain, and find out which chain or node is wrong, and rectify the level of flexibility to meet military demands on the right time, at the right place, with the right volume and the right products. At last, the dissertation advances three tactics to improve supply chain flexibility: Time-compressed strategy, Space-compressed strategy, and Cost-compressed strategy. By introducing information sharing theory, Vendor Managed Inventory method(VMI), and Define-Measure- Improve theory(D-M-I) into military supply chain, the paper builds military supply chain time-compressed model, military supply chain process operation model, and VMI-based military inventory model to implement those strategies. There are four parts in the dissertation. The first part, composed of Chapter One and Chapter Two, is about what is the research question and the literatures review. The second part, composed of Chapter Three and Chapter Four, is about the theoretical basis of military supply chain flexibility. The third part, composed of Chapter Five, Chapter Six, Chapter Seven, and Chapter Eight, is about military supply chain flexibility management, which is the main body of the dissertation. The last part, Chapter Nine, is the conclusion of the research.
