中文摘要：	目前城市的区域性开发在我国蓬勃发展，城市区域的通信网络项目做为城市区域开发的一项基础内容，对推动城市区域的建设和发展都起着非常重要的作用。城市区域通信网络项目是一个复杂的系统工程，涉及的利益相关方众多，建设的周期长、投资大、覆盖范围广、技术更新快。我国正在大力推进三网融合试点进程，但实际的应用才刚刚起步，在三网融合的新形势下，城市区域通信网络项目呈现出更多的不确定性，这样一个复杂的项目各个方面都会面临许多风险。 本文采用理论研究和案例应用相结合的方式展开研究，从项目风险管理的相关理论入手，通过对国家三网融合以及城市区域通信网络的发展政策和特点的分析，运用科学的项目风险管理方法和工具，从项目的内部风险和外部风险两个方面详细分析了项目可能存在的各种风险因素，以此形成了三网融合模式下城市区域通信网络项目的风险因素清单，并通过对各风险因素发生的可能性及可能造成的影响分析，提出了相应的项目风险应对措施。最后，结合天津生态城通信网络项目对风险因素清单和风险应对措施进行了实例应用和进一步的验证。本文形成了一套较为科学、全面的适用于三网融合模式下城市区域通信网络项目的风险识别与风险应对方法，具备实际的可操作性，对国内的其他类似项目能起到参考和借鉴作用。
英文摘要：	Nowadays, urban regional development is in the ascendant and flourishing in our country. The construction of communication network as the very basic part in urban regional development plays a very important role. With the characteristic of long construction period, big investment scale and upgrading fast, urban regional communication network project is complicated and systematic. China is vigorously promote the Triple-play pilot process, but the actual application has just started. Under the new situation of the Triple-play, urban regional communication network project presents more uncertainty. Such a complicated project aspects will face many risks. This thesis adopts a combination method of theoretical research and case application to study. Starting from the theory of risk management and the analysis of the development policy and characteristic of the Triple-play and urban regional communication network, the paper is on risk factors research of the project in detail from the project exterior risk and in-house risk two aspects. Form an urban regional communication network project risk factor list under the Triple-play mode by using the scientific means and tools of project risk management. Through analyzing the risk factors of possibility and the possible effects, put forward the corresponding project risk response measures. Finally, In combination with the real case on risk identification and response theory of Tianjin Eco-city Communication Network Project, it aims to create a scientific and comprehensive risk management system on the project of urban regional communication network under Triple-play. The result of research in the paper is practically operative, which can be used for reference to the risk management of domestic urban regional communication network project.
