中文摘要：	随着对外开放力度的加大，我国日益融入世界经济体系中，资金的聚集能力和配置能力直接影响着物质资源和人力资源的流动。离岸金融市场是金融自由化与国际化的产物，离岸金融市场的建立是金融市场国际化的一个历史性创新。当前，随着金融国际化浪潮的推进，发展离岸金融市场己是世界各国金融竞争的一大特点和新趋势。对于我国来讲，选择在天津滨海新区建立离岸金融市场，促进金融市场国际化已成为金融改革的重要环节。 本文在综合分析离岸金融市场发展经验及我国离岸金融业务实践教训的基础上，对创建天津滨海新区离岸金融市场进行了专题研究，分析了滨海新区发展离岸金融市场的战略性意义并提出了发展离岸金融市场的管理模式、支撑体系及风险防范的对策建议。 离岸金融涉及的问题大量是实际问题和微观问题，具有比较明显的应用特征。现有的国内文献大多是介绍国际离岸金融市场及其管理和政策，而本文则尽量在占有材料的基础上提出观点和展开讨论，并注意理论联系实际，突出天津滨海新区建立离岸金融市场不仅对天津，而且对整个环渤海经济乃至全国经济的发展都具有全局性的战略意义。 本文共分五部分。第一章绪论，简要叙述了天津滨海新区发展离岸金融市场的背景和战略意义；第二章介绍离岸金融市场发展的理论基础，在本章尝试用金融创新理论对离岸金融市场的理论基础进行了分析，并根据我国金融制度存在的非均衡性及全球一体化的要求来分析我国发展离岸金融市场的必然性；第三章重点阐述了如何创建天津滨海新区离岸金融市场，对滨海新区创建离岸金融市场的优劣势及创建要素进行了详细分析，对创建的阶段步骤提出了自己的建议；第四章则探讨了天津滨海新区的管理模式、支撑体系并从金融监管的角度探讨了天津滨海新区离岸金融市场存在的风险以及对业务进行监管的有效手段。最后对全文进行了总结。
英文摘要：	China is quickening her steps to merge into the world economy system. As a result, capital collection and distribution will directly impact on mobility of material and human resource. Offshore finance is an outcome of finance liberty and internationalization, and the establishment of offshore finance market is a historical innovation of financial market internationalization, then a trend of establishing and developing of offshore finance is becoming attracting around the world. And Tianjin Binhai New Area is selected to establish such offshore financial market which is regarded as an important measure to improve the internationalization of domestic financial market. This paper is based on the experience and lessens drawn out of history of China’s establishment of offshore finance and analyze the new establishment of Tianjin Binhai New Area offshore finance. The paper illustrates the strategic importance of the TBNA offshore finance and then make suggestions regarding the management structure, supporting systems and risk control. This paper base its view point and discussions on vast usage of data materials and theoretical review. The conclusion is that the establishment of TBNA offshore finance lay strategic importance not only in Tianjin but also the Bohai Bay Economic Ring and as well as the whole country’s economy. The paper consists of five chapters. Chapter I illustrate the back ground and strategic importance of the development of TBNA offshore finance. Chapter II introduces the theory and the necessity of the development of our country’s offshore finance. Chapter III illustrates how TBNA offshore finance should be developed and the elements needed. Chapter IV discussed the management model, supporting system, financial governance and risk control. Chapter V is the conclusion.
