| 中文摘要： | 作为竞争情报的一个分支，技术竞争情报（Competitive Technical Intelligence，简称CTI）正成为国内学术界关注的热点领域。而且随着我国政府大力提倡企业成为技术创新的主体、发展自主知识产权、实施科教兴国和技术创新战略，作为科技发展前哨的CTI的价值将日益显现。一方面，企业CTI工作的科学开展有助于研发部门了解技术发展现状、趋势，把握技术前沿，确定研发项目或产品的优先次序，规避研发风险等；另一方面，通过有效的外部技术环境监测，可以实时洞察竞争对手的技术实力以及整个行业技术环境的发展变化，有利于企业及时识别外部威胁与机遇，从而发出对技术威胁的早期预警，或实施引进技术、寻求技术战略联盟(合作)等策略。可见，深入开展对CTI的研究有深远意义。 为此，本文在吸收和借鉴国内外有关CTI研究成果的基础上，以简•荷灵（Jan Herrying）提出的CTI流程模型为基础，对CTI流程中的各个环节，即CTI的需求评估、规划、搜集、分析、成果表达的理论和方法进行了较全面的研究论述，并从反竞争情报的角度阐述了对CTI的保护，扩展了CTI理论。在进行CTI理论研究的同时，引入了具体案例的研究，依照CTI的流程，从宏观层面对企业的CTI活动进行调研，深入分析了天津市华泰森淼生物工程技术有限公司的CTI工作现状、存在的问题，并用理论指导实践，提出解决问题的思路，这对于我国科技型企业开展CTI工作具有很强的借鉴意义，在一定程度上可以促使企业CTI活动的开展，从而全面推进国内的CTI理论研究和实际应用相结合的进程。最后，在对CTI的理论和实践应用进行全面梳理的基础之上，提出了CTI的后续研究建议。 | |
| 英文摘要： | As a branch of competitive intelligence，the competitive technical intelligence is becoming the hot topic in the domestic academia．Moreover，as our government has been vigorously promoting enterprises to become the main body of technological innovation，developing self-owned intellectual property rights，revitalizing the nation through science and education，implementing the technological innovation strategies ，as the technological development outpost ，CTI will be increasingly important and the its value will be well realized．On one hand，the enterprises’ CTI works will facilitate the research & development departments to understand the status quo，trends of technological development，grasp the technological frontier，determine the priority of researching and developing projects or products’，avoid risks in the research & development activities，etc；on the other hand, through the effective technological environmental monitoring of outside，the enterprises can insight the rival’s development and change of technological capability and whole trade technological environment in real time．This will help enterprises to discern external threats and opportunities in time，thus send out the early prewarning to technology threats，or implement the tactics of introducing technology，seeking the strategic technology alliance (cooperate)，etc．It is obvious，launching the study on CTI thoroughly has far-reaching meanings． For this reason，based on the CTI’s procedure model that put forward by Jan Herrying，this dissertation makes a more comprehensive study on the each link of CTI’s procedure model，i.e．needs assessment，planning，collection，analysis and expression of theoretical results．The dissertation also states the protection of CTI from the angle of defensive intelligence competitive，enriches the CTI theory．While carrying on the CTI theoretical research , the dissertation introduces a specific case study , and researches the enterprises’ CTI application from the macroscopical aspect ，analyzes the status quo ，existing problems of the CTI works of Tianjin Huatai-Senmiao bioengineering& technology Co., Ltd. in-depth， and puts forward the solutions to the existing problems．The dissertation combines CTI theoretical research with positive research closely，provides theoretical direction for enterprises．These research approaches and conclusions have better reference meaning for the scientific and technological small and medium-sized enterprises to launch CTI work．Finally，on the foundation that is combed to the theories and practice of CTI in an all-round way，the dissertation brings forward some suggests and prospects to the follow-up study． | |
