| 中文摘要: | 随着我国国民经济的发展,国有企业经营管理模式的深化改革,特别是“大企业、大集团”战略的实施,我国企业集团的规模和数量取得了长足的发展。资金如同企业的血液,是企业持续、健康发展的基础,越来越多的大型企业集团将资金管理和资金安全放到集团公司战略的高度。企业集团的资金管理模式也由原有的分散式管理向资金集中管理发展。1987年,我国政府开始批准设立财务公司,至2011年6月全国共有105家企业集团财务公司。财务公司作为非银行金融机构,为企业集团提供资金结算、资金筹集、投资管理和财务咨询等服务,财务公司是企业集团公司实行资金管理管理的有效模式之一。 本文在借鉴国内外相关理论的基础上,对于企业集团的特点,企业集团资金管理的模式进行相关的论述和比较。同时,对于财务公司的相关功能,特别是对财务公司结算功能、融资功能、投资功能等进行了更加翔实的论述。在对相关理论进行论述的基础上,对天保集团的经营情况、资金管理现状做了相关介绍,并指出资金管理中存在的不足之处。天保集团作为天津滨海新区内的大型国有企业集团,拥有120余家成员企业,集团公司总资产近700亿元。随着天保集团规模的发展和对资金需求程度的增加,原由的资金管理模式已不再适应集团公司的发展,需要探索新的资金管理模式。通过理论的研究和对天保集团实际情况的分析,提出以财务公司为平台对集团资金进行集中管理。通过实施集团公司优化提升方案,加强集团公司管理与控制,形成强势总部,加强内部控制体系,强化信心化平台,全面预算管理,财务主管委派制等,从公司治理、制度流程、人员配备、信息技术等多方面为集团资金集中管理的实施奠定了基础,相关辅助措施的存在是财务公司实行集团资金集中管理的前提和保障。 本文对天保财务公司未来的经营和管理进行了展望,在服务于集团公司资金集中管理的基础上,依托空港经济区航空产业优势和集团公司航空产业成员公司优势,探索航空金融的经营管理模式,寻找利润增长点。 | |
| 英文摘要: | With the development of our national economy and the state-owned enterprise management mode to deepen reform, especially the strategy of great company and great group, our country enterprise scale and quantity has achieved great development. Capital as the blood of the enterprise is basic of the enterprise lasts, healthy development. More and more enterprise groups consider fund management and capital safety as the corporation strategic. Enterprise group fund management mode changed from the original decentralized management to fund centralized management. In 1987, the Chinese government began to approve the establishment of financial company. To June 2011 about 105 financial companies are approved by Chinese government. Finance company is a non-bank financial institution, for the enterprise group fund, fund raising, investment management and financial advisory services. In this thesis, the related theory is discussed. T&B group management and financial management current situation had been introduced. And the shortages in the fund management had been pointed out also. T&B group as a great group located in Tianjin Binhai New Area owns about 120 member companies controls near 70 billion capitals. With the development and fund need, T&B group fund management mode has not match the situation. T&B group should to find new fund management mode. This thesis discuss T&B group new fund management mode. Financial company is useful for T&B group, fund management. Auxiliary measures related to company policies, business process and corporate governance also been mentioned in this thesis. At last this thesis gives some advice to T&B financial company about future business and future management. | |
