中文摘要：	摘 要经济适用房是指当地政府组织房地产开发企业开发的住房项目或者集资建房单位进行开发的已经列入国家计划的住房项目，以微利价格进行销售，销售对象主要是城镇中低收入家庭。经济适用房项目的成本控制是降低成本、获取利润的重要手段。只有经济适用房开发项目的成本得到了有效控制，才能保证经济适用房项目的投资收益。论文在经济适用房成本控制研究的理论依据的基础上重点阐述了经济适用房项目成本控制主要影响因素。论文重点分析了开发企业在经济适用房成本控制中存在的问题，对现行政策对经济适用房成本构成的影响进行了分析，然后重点针对前期策划、设计、施工以及验收四个阶段提出了加强经济适用房成本控制的措施。论文以天津南横街经济适用房开发项目为例，对经济适用房成本控制的关键环节进行了分析。介绍了南横街项目的背景，并对项目成本控制进行了初步的分析，对南横街项目成本控制模式进行了研究，最后提出了加强经济适用房建设与成本控制的政策建议。
英文摘要：	Abstract Economic adaptive house is already included in the national plan housing project. Economic adaptive house conducted by local government organizations, real estate development business development, housing unit development or financing of housing projects. Economic adaptive house will be sold with low-profit sales prices, and mainly for urban low-income families. Economic adaptive house project cost control is to reduce costs, an important means of profit. Only Economic adaptive house development project costs have been effectively controlled, in order to ensure economic adaptive house project return on investment. The paper described the main factors of economic adaptive house project cost control. This paper were focus on analyzing the development of enterprises in the Economic adaptive house problems in cost control, analysis of existing policies on Economic adaptive house cost structure impact, and then focusing on pre-planning, design, construction and acceptance of four stages proposed to strengthen economic adaptive house cost control measures. Tianjin Nanhengjie economic adaptive house development project was chose as an example of the paper. The author first analysis the economic adaptive house key cost control, describes the background of the project, analysis of project cost control mode. Finally, it proposes strengthening the economic adaptive house construction and cost control policy recommendations.
