中文摘要:在当今的社会,越来越多的跨国公司将本国的生产基地转移到国外,是对于本国核心技术以及产品竞争力的提升,对附加值低的产品加工组装的价值链部分的剥离,这也是现代工业发展的必然趋势,这势必带来了一系列急需面对的问题,其中,如何将本部与海外工厂的研发,生产,制造,销售等整个价值链做到有效的管理和统和,如何对海外工厂的制造进行控制和把握,如何将跨国公司的本地化做到有效的集中竞争优势,发挥其廉价成本的作用,是现代跨国企业公司面临的严峻的问题。纵观现代工业发展的历程,现代工业制造业经历了一次又一次的变革,而跨国企业面临的更大的挑战:一是企业组织规模越来越庞大,企业管理层次迅速增加使得管理难以有效运作,二是外部环境快速变化要求企业灵活应变,庞大的结构层次缺少对变化的快速响应能力和适应性,而飞速发展的信息技术其战略作用已经得到广泛共识。本文研究目的在于分析产品本地化项目过程中存在的问题,以及本地化制造业的现况,针对现状,提出PLM产品生命周期管理系统在本地化中的实施和应用,不仅仅集中的管理了产品的规格及变更流程等,而且缩短了产品的生命周期,加快上市速度。其战略价值表现在不仅可用于提高企业的业务运作效率,还可在整合组织和社会资源中发挥越来越重要的作用。即通过信息技术将组织,人员及其工作整合为一个网络化的组织形式,一同创造更高的生产率,促进整个价值链的增值。通过对S公司产品本地化项目的过程分析,提出了PLM信息系统化的管理对于本地化产品项目的支持作用,其目的是为了跨国公司本地化项目的实施以及海外工厂统一化的管理措施。其中对于信息系统的过程变动,与本地化项目如何匹配互动以及业务的需求做了深入的讨论和探究。最后对于实际应用的PLM系统在业务中的应用以及与其他系统之间的匹配接入进行了阐述,分析了实施该系统后本地化项目的实施效果,以及实施的绩效,进而得出PLM信息化管理的战略化作用。 
英文摘要:In our modern society, more and more multi-national corporations transferred their production and assembly-line to foreign countries, which can promote the core competition and technology of the companies. The way they do is due to that they need to depart the low-value parts of the value chain, such as simply-assemble manufacturing. It’s the main tend of the modern industry. It's an important problem faced by modern multi-national corporations that how to connect and manage the R&D, manufacturing, marketing of the value chain efficiently between HQ and foreign plants. And how to make the localization more and more centralized competitive in order to play an important role in the low-cost strategy is also what the modern company needs to face. Viewing on the modern industry development, modern industry has experienced more than once revolutions. What the multi-national corporations need to face is: firstly, the company grows much huger to globalization. It's difficult for different kind of managers to manage efficiently in such a huge company. Secondly, the outer environment rapidly changed, which makes the company necessarily response quickly and flexibly. However, the much more complicated mechanism of the company lacks the quick-response and adaptation to the changes. At the same time, it's realized that the information technology which developed rapidly plays a strategic role in our modern industry. The purpose of this theory is that analyzing the problem existed in the process of product localization and the local manufacturing industry. According to the present situation, we suggest that Product Lifecycle Management should be applied to the product localization. The system not only centralized manages product specifications and engineering changes but also shortens product lifecycle in order to speed to the local market. The value of the information technology strategy not only promotes the efficiency in the work operation of the company, but also reorganized social resource and enterprise resource .It means that by the way of IT technology, we can rebuild the organization, human resource and the workflow as network, in order to level the productivity and add value to the production chain. In the way of analyzing the operation of Tianjin localization projects, we suggest that the IT system management activate and support the project in order to perform well in the multi-national corporations and its foreign plants' centralized management. We deeply researched on the IT systems. And regarding information system's process change, we have made the thorough discussion and the inquisition into how to match interactive as well as the service demand with the localized project. Finally we have carried on the elaboration regarding practical application of PLM system's in service application and we also research on PLM with other systems’ between matching. After having analyzed on how to implement this system and the implementation effect of the localized project, as well as the implementation achievements, we obtain the strategic function of informationization management.
