中文摘要：	预算管理作为现代企业内控管理的一项重要工作，在企业经营发展的过程中对企业起着极其重要的作用。有效预算管理体系与公司的完善的规章制度体系共同保障了公司经营和发展的具体方向，二者相辅相成，公司的规章制度规范了公司的外部架构，有效的预算管理体系则为公司内部运营和发展提供了保障。有效的预算管理体系覆盖一个公司经营和发展的各个方面，和各个时间段，规范公司所有经济事项的提出，执行直到事后的总结和分析，更加重要的是对下一阶段业务发展的预测分析和具体的规划。其中年初所指定的各项业务预算指标也要在实践中通过不断地分析加以检验，对其中不合理的部分加以修正，才能使得预算管理体系更加有效地保证公司发展是沿着正确的道路和方向进行的。通过对笔者所工作的太平财产保险公司的营销体制改革以及相配套的全面预算管理体系的建立进行深入的分析，可以看出有效地预算管理对于企业的发展、转型和长期的内部控制是有真非常重要的作用的。通过预算管理，企业可以全方面的管控下级机构的各项经济活动，也更容易实现直线式的集权化管理，这也是更加适应财产险保险公司经营和发展的需要的。经过一段时间的实践，证明在太平财险的营销体制改革是正确而成功的，在这之中有效的全面预算管理系统起到了极其重要的作用。正是因为有了科学的全面预算管理体系，太平财险的营销渠道改革工作才能取得成功。但同时也应该看到在目前太平财险日臻完善的全面预算管理体系中仍有部分需要进一步完善的环节，笔者根据太平财险天津分公司的具体情况对其中仍可加以改进的部分进行了讨论。
英文摘要：	Budget management as a modern enterprise management of the internal control is an important work, in business development in the process of enterprise plays a very important role. At the beginning of the specified by the business budget indicators in practice continuously through the analysis of inspection, the unreasonable part of the revised, in order to make the budget management system more effectively ensure the company's development is along the correct path and direction of. Based on the work of the Pacific Property Insurance Company marketing system reform as well as matching the overall budget management system to conduct in-depth analysis, can see the effective budget management for enterprise development, transformation and long-term internal control is really very important role. Adoption of the budget management, enterprises can fully control the lower body and various economic activities, are also more likely to achieve linear type of centralization of management, which is more adaptable to the property insurance business and development needs. After a period of practice, demonstrated in TPI marketing system reform is correct and successful, and in this way the effective and comprehensive budget management system plays a very important role, but also should see at the same time in the TPI improving the comprehensive budget management system, there are still some need further improvement, according to the author of TPI Tianjin Branch in the specific case of which can still be improved are discussed.
