中文摘要:我国推行人事制度改革以來,市场化的人力资源服务业从公共就业服务体系中独立出来,包括人力资源外包服务在内的各种人力资源服务发展速度很快,通过开展专业化、合规的人力资源外包,企业可以从中获得多方面的收益,如资源共享,节约成本;专业经营,提高服务质量;成本可管理,资源有弹性;经营网络化,帮助企业扩张;第三方服务,分担风险等。不仅促进了人力资源的市场化合理配置,而且推进了就业渠道和就业方式的多元化。但在我国,人力资源外包还处于起步阶段,人力资源外包专业化程度低、服务行为和服务标准的规范性不强、企业规模小、国际竞争力弱,存在着一些亟须解决的体制性问题和障碍性因素。 本研究作者以自身所服务的全球人力资源专业服务外包公司承揽一知名外资生产制造企业人力资源项目所提出的可选择的资源管理服务解决方案为中心进行论述。该方案在理论部分,以外包及人力资源外包理论为核心,并融合了资源基础理论、协同理论、价值链理论、项目管理理论,并在此基础上从顾客实际需求、竞争以及自身优劣势的角度阐述方案产生的依据并从战略管理角度运用差异化驱动因素分析方案的具体内容,提出了定制化解决方案所要达成的目标。 可选择的资源管理服务解决方案有效的融合了人力资源外包的劳务派遣和业务流程外包为一身,对客户的招聘流程进行管理,对供应商进行监督。本研究对方案的具体重点措施进行了阐述,包括招聘甄选、员工异动、劳务派遣合同、供应商监督、以信息系统为依托的劳务派遣员工。通过项目的实际运营,发挥出了作为专业人力资源服务外包公司的中立项目管理者的角色和作用,不仅达成了预期的目标,而且实现了优化招聘流程的管理,高效引进并对供应商的绩效进行了管理,从而极大的提高了客户的满意率。 
英文摘要:With the reform of personel system in China, human resources service sector in marketization is independent from public employment service system. A variety of human resources services including outsourcing service sprung up. Enterprises has benefited a lot from the implementation of a series of specialized and legal human resources activities, including shared resources, cost reduction, improvement of service quality, risk sharing, network management, resource flexibility, etc. It not only promotes reasonable configuration of markerization, but also expands employment channel and diversified ways of employment. But in China, human resources outsourcing is still in the initial stage. There still exist unresolved system problem and obstable factors such as low degree of specialization, non-normalization service behavior and service standard, weak international competitiveness. The author contrentrates on the solution study that a world renowned human resources outsoucing company undertakes human resources program of a manufacturing company. At the core of outsoucing and human resouces outsoucging in theory, this study also integrates resource based theory, synergy theory, the theory of value chain, the theory of project management. On the basis of a series of theory, the thesis elaborates the source of the study from the perspective of customer demand, competition and own strengths and weakness and also depicts the content of solution from the perspective of strategic management on difference analysis of driving factors, thus, raising the target of solution. Alternative resources managed solution incorporates effectively labor dispatch of human resources outsourcing and business process outsourcing. The solution mainly focuses on the management of recruitment process and supervision of supplier and depicts main measurements including recruitment and selection, contractor management, labor dispatch contract, vendor supervision, informationlized management of contractor. The real operation of solution gives full play of neutral program status and role of specialized human resources company, not only achieving the optimization of recruitment process, but also effectively manage the performance of vendors, which improve customer satisfaction.
