中文摘要:自二十世纪末以来,随着计算机、网络和通信技术的高速发展,信息化建设已经成为企业降低成本、提高效率和竞争力的强有力手段。企业信息化建设的起点是制定信息化战略,而信息化战略又是公司发展战略的输出结果之一,二者既相互关联也相互影响。H海洋工程公司正面临着国内外海上能源开发市场萎缩,国外竞争者进入和自身管理从单一项目转向多项目群并发管理的复杂形势,其迫切需要通过信息化建设,推动公司内部体制改革,加强项目群管理,降低生产运营成本,以适应国内外市场竞争的需要。针对H海洋工程公司遇到的管控和改革难题,本文从公司战略的高度,将信息化战略与公司战略进行匹配,规划设计了一个能支持业务协同、促进流程优化、加强多项目管理、有效控制运营成本和发挥企业集团化规模优势的信息平台。让信息化规划不仅仅是公司战略规划的结果,还应该成为促进公司战略目标实现的强有力手段,从而推动H公司成为具有竞争力的国际化、专业化综合能源工程公司。这对H公司以及国内海上装备建造型企业的信息化战略规划都有重要的理论意义和指导意义。本文首先借鉴基于BP—ISP战略一致理论、项目群管理理论和BPR理论,分析了应用上述理论进行信息化规划的方法。其次以BP—ISP战略一致理论为指导,对H海洋工程公司战略一致性程度进行了评价,指出了当前H公司项目群管理面临的困境和信息系统存在的问题,并对问题原因进行了分析。再次,通过BP—ISP战略一致、项目群管理和BPR理论,对H公司项目群管理需求和业务流程需求进行了分析,为下一步设计规划H公司信息平台指明了方向。最后,根据重新定义的H公司信息化战略,并与相关业务需求进行匹配,确定了H海洋工程公司信息平台的建设规划,并对平台实施的原则、步骤和项目成功关键因素进行了分析。 
英文摘要:With the computer, networking and communications technology is developing rapidly. Information Technology has become a powerful solution to help the companies reduce costs, improve efficiency and achieve superior competitive. The IT planning is an important part of a company strategy, they are interrelated but also influence each other. Facing with the shrinking of the international offshore energy market, increasingly competition and the construction projects are becoming more and more large and complex, company H urgently needs to develop a new information system to deal with the pressures mentioned above. In order to achieve business synergies, promote process optimization, enhance multi-project management, improve efficiency and control the costs, the author designed an information platform for company H. As an advanced tool, the information platform will integrate various systems which have been building before and can offer communication and collaboration environment for each participate of projects. The implementation of the information platform is not only a technological issue but also a managerial issue. This is also the effective application of BP-ISP theory. Firstly, the author uses the BP-ISP theory, multi-project management theory and BPR theory to analyze the method of information planning based on the company strategy. Secondly, analyzes the relation between the enterprise strategy and information planning of company H, finds out the problem of multi-project management and the current information systems cannot support to solve them. Thirdly, the paper analyzes the requirements of company H in the areas of multi-project management and business process management by using the information planning method which is based on the theory described above, and pointed out the design’s direction of the new information platform. Finally, the paper designs the H company’s new information platform based on the information planning which is absolutely matching with the company’s strategy, and analyzes the procedures and critical essentials for successful implementation.
