中文摘要: | 当前,国内外关于IT治理的研究内容还不是很多。而随着信息化的深入开展,“IT治理”这一名词已逐渐成为大众瞩目的焦点。什么是IT治理、如何进行IT治理、IT治理对企业有何作用?各方的解释大多仅就概念进行论述和辨析,而当阐述具体问题时,又直接跳转到治理框架的具体实施,缺乏对于IT治理在实际应用中的整体论述及相关的理论分析。 为规避常规IT治理模式可能带来的形式主义,本文跳脱开IT治理框架体系,将利益相关者理论与IT治理相结合,从利益相关者理论的视角出发,对IT治理进行全新阐述。在利用期望理论对IT建设中与之相关的利益相关者进行“利益-行为”分析的基础上,提出了价值、基线、蓝图、路线、工期及预算、总计划、认证等环节的决策者及如何准确、合理、有效进行决策的方法,提出了“以IT决策层就IT建设及运行的各方面具体问题进行决策,以IT监管委员会代表企业利益,利用IT审查委员会对决策层进行监督管理”的IT治理结构以及协调利益相关者期望的辅助措施。 进而,利用相关分析成果对某国有研究所在IT建设过程中出现的几个关键问题进行了剖析并提出解决措施。最后提出其在IT治理过程中存在的根本问题是没有按照治理理论建立合理有效的治理结构,据此提出以IT监管委员会为第一层级、IT决策层为第二层级的治理结构,并通过利益驱动分析提出两个层级所应包含的利益相关者。 本文初步验证了利益相关者理论在IT治理中的作用及有效性。通过将利益相关者在治理结构中由治理者转变为治理者和被治理者这一双重角色,将利益相关者理论从理论本身引向实际应用。同时通过治理结构的调整,将各利益相关者在IT建设及后期运营过程中的利益进行制衡及疏导,确保IT治理能够得到有效实施并进一步规避治理风险。 | |
英文摘要: | Nowadays, researches on IT governance are not a lot of, both in domestic and abroad. However, with the development of informationization, the term of IT Governance has become the focus of public. What is IT governance? How to use IT governance? What is the effect of IT governance to companies? Answers claimed before are mostly discourse and discrimination on the concept only. Once refer to the exact issue, they just directly turn to the specific implementation of the governance frame, which lacks an overall discussion and related academic analysis in practice. For avoiding the formalism coming with the regular IT governance mode, this paper is on the view of the stakeholder theory, combines the stakeholder theory with IT governance and explains IT governance in a new way, putting the regular frame theory aside. With the help of expectancy theory, the paper analyses related shareholders in IT structure, from the point of Interest-Behavior. On the basis of it, the paper brings forward decision layer in sections of value, baseline, blueprint, route, schedule, budget, general plan and certification, and methods of how to make decision in an exact, reasonable and efficient way. Besides, the paper introduces an IT governance structure and methods of how to coordinate the expectation of stakeholders. In the structure, IT decision layer make decision in various aspects of IT construction and operation, and the IT Supervisory Committee, which is on behalf of the company, utilizes the IT Inspection Committee to supervise and manage IT decision layer. Furthermore, with the help of related analyzed results, the paper discusses several important problems coming from the process of IT construction in a state owned institute, and addresses related settlements. Finally, it puts forward that the fundamental problem of the company’s IT governance is that they didn’t construct a reasonable and efficient governance structure by using the governance theory. Therefore, the paper proposes a governance structure that IT Supervisory Committee is the first level and IT decision layer second, and brings forward stakeholders in the above two levels according the benefit-driving analysis. This paper preliminary verifies the significance and validity of the stakeholder theory in IT governance. By turning the role of stakeholders from the governor to both the governor and the governed, the stakeholder theory could be put into practice. Meanwhile, with the regulation of governance structure, the benefit of stakeholders in IT structure and operating progress is balanced and channelized, in order to ensure the efficient execution of IT governance and avoid the risk. | |
