中文摘要:随着经济的发展,我们对石油和天然气的需求越来越多,海洋油田就成为我国石油天然气生产的战略接替区。相对于陆地油田,海洋油田开发所面临的环境更恶劣,所以其一个突出特点就是建设周期更长。我国海洋油田开发一般通过建造安装石油生产平台来实现的,这样关键设备的采购的就成为制约海洋油田开发的一个关键因素。如果关键设备不能按时到货或者质量不能满足要求而退货,则会影响整个项目后续的工作,甚至会影响整个海洋油田的按时开发和投产。作者长期在渤海湾曹妃甸油田群开发项目中负责关键设备的采购工作。在本文中,作者结合国际先进项目管理经验,将海洋石油开发项目中关键设备的采购管理与挣值管理理论相结合,从挣值管理的角度来对项目关键设备的采购的成本和进度进行管理控制,进而提出了一套适用于关键设备采购管理的理论方法,结合其他项目管理理论,可以缩短海洋石油开发项目关键设备采购的交货期,控制海洋石油开发项目关键设备的采购成本,从而提高海洋油田开发项目的经济性,促进海洋油田的开发和提高海洋油田的产量,并进而建立了一个对海洋油田关键设备采购应用挣值管理的模板和范式,对我国其他海洋油田开发项目关键设备的采购管理具有重要的参考意义。本文主要利用文献分析法、案例分析法、比较法、以及综合归纳法,进行实证研究。本文首先是对挣值管理基本理论(基本概念、基本要素、指标体系、我国研究与应用现状)和采购管理理论(经济批量采购理论、及时采购理论、专业采购管理)进行系统的阐述,再将挣值管理的特点与海洋石油开发项目关键设备采购的特点相结合,论述了海洋石油开发项目关键设备采购挣值管理的特点与工作流程。第三部分按照计划、实施、测定指标、再调整的过程论述了海洋油田开发项目关键设备采购挣值管理的实施过程,并用具体的数据和图形来阐述利用挣值管理方法来进行海洋油田开发项目关键设备采购进度和费用管理的优越性。论文最四部分从组织保证、信息与沟通管理、制度和工作流程等三个方面阐述了在海洋油田开发项目关键设备采购中实施挣值管理的保证措施的重要性。项目挣值管理是一种新型的、适用的项目管理工具,其理论和原理具有普适性,从而其在项目采购管理的应用中具有独特的作用和效果。随着项目管理水平的提高和业主(供货商)对成本/进度管理的高期望,挣值管理必将在我国的海洋油田开发项目及其他类似项目关键设备采购管理中得到广泛的应用。 
英文摘要:With the development of our economy, we need more and more oil and gas. Thus offshore oil and gas field turn up to be our strategic oil and gas development. Comparing with onshore oil development, the environment for offshore oil is fiercer; and the construction period is much longer. The offshore oil is developed by constructing, installing offshore production platform. The procurement of critical equipments is a key to the offshore oil development. If the critical equipments are delayed or there is any quality issue, the whole development of the oil filed will be affected or, and the development and production from the oil field maybe delayed. The author has been working for the procurement of critical equipments for CFD oil field for a long time. Combining the overseas procurement experience, the author applied the Earned Value Management into the procurement of critical equipments, to mange the cost and schedule of the procurement of critical equipments, then developed one set of techniques that can be applied to the procurement of critical equipments. Using these techniques and other project management tools, the lead time of critical equipments can be reduced, the cost of the critical equipments can be managed very well, the economics of the offshore oil filed can be improved, and then the oil production can be maximized. Thus, a template for the procurement of critical equipments can be provided for the reference of other offshore oil developments. Documentary Analysis, Case Study, Comparing and Induction are used in this study. This study introduced the Earned Value Management Theory (basic concept, basic elements, index system, current application situation in China) and Procurement Theory (Economic Batch Procurement Theory, Just In Time Theory, Specialized Procurement Theory), expatiated the work flow of Earned Management for the procurement of critical equipments. In 3d part, the study introduced the execution of Earned Value Management into the procurement of critical equipments, in the sequence of Plan, Doing, Checking and Adjusting, by using of statistic data and chart. Finally this study explained the relative measures needed to be taken to make sure the Earned Value Management Theory utilized for procurement of critical equipments effectively, including Organization, Information and Communication Management, and System and Work Flow.
