| 中文摘要: | 摘 要 2006年12月11日,我国国务院颁布了《中华人民共和国外资银行管理条例》,这在中国逐步开放金融领域的过程中具有里程碑式的意义。该条例允许外商独资银行、中外合资银行依照银行业监督管理机构批准的营业范围,经营全部外汇和人民币业务,这就是通常意义上讲的“国民待遇”。这之后,各外资银行纷纷将国内已经开办的分行和代表处转制成为在中国境内注册的独立法人机构,即外商独资法人银行(本文简称外资法人银行)。近年来,投资成立外资法人银行已经成为各国商业银行在华投资的主要形式。新兴的外资法人银行奉行积极的分支机构扩张战略。在这一过程中,我国银行业监管机构,以利于国家经济发展、促进国民经济建设为宗旨,对外资法人银行在中国的发展进行逐步的规范及引导。实践证明,外资法人银行已经成为我国银行体系的重要组成部分,外资法人银行现行的管理模式符合我国国民经济发展方向。深化改革需要在理论和实践两个方面进行深入地思考和创新。对外资法人银行分支机构先进的管理模式,卓有成效的管理策略进行研究,可以对深化国有银行自身体系的改革起到良好的借鉴作用。本文从回顾外资银行在华经营策略和中外资银行分支机构管理相关理论着手,对外资法人银行分支机构管理模式和策略进行梳理,解析其中行之有效的市场定位策略、运营管理策略和内部约束机制;以浙江省内某外资法人银行分行的管理架构为例进行实例分析;采用比较分析法,论证外资法人银行采用全能银行管理模式,遵循盈利性和稳健增长相结合的管理策略。关键字:外商独资法人银行 战略管理 公司治理 运营管理 | |
| 英文摘要: | Abstract The State Council of China published “Regulation on Administration of Foreign Banks” on 11Dec2006. The regulation is a milestone during the process of reform and opening-up in Chinese financial field to the world. The regulation allows foreign banks to fully operate in both foreign currency and domestic currency businesses which are authorized by China Banking Regulatory Commission. Qualified Foreign banks from that time can enjoy national treatment as domestic banks in China. Restructuring as or set up local 100% foreign-owned legal banks (hereinafter referred to as foreign-owned banks) became a mainstream for foreign banks in China. After the restructuring, foreign-owned banks pursue active branch expansion strategy. During the period, for the purpose to develop national economy, Chinese banking regulators positively guide the growth way of foreign banks in China. Practice proves that foreign-owned bank model is suitable for Chinese current economy status and becomes one of the important parts in Chinese banking system. For those state-owned banks which just completed capital restructuring, deeper considering in both practice and theoretical fields are necessary to push further developing. Research on foreign-owned banks’ advanced management modes and efficient management strategies can provide experience to reform China’s banking system. In this article, the author firstly reviews theories of foreign banks’ strategies in China and theories of commercial bank branch management. Summarize management models and management strategies used by bankers to run branches and sub-branches in existing foreign-owned banks in china. Then give an example of branch management structure of a foreign-owned bank in Zhejiang province. Empirically analysis kinds of branch market orientation strategy, operation strategy and internal control model to use. Use comparative method to point out differences of foreign-owned banks and state-owned banks, to reach the conclusion that those foreign-owned banks follow the principle of profitability and steady growth management strategies combined with all-round banking management mode.
