中文摘要:2011年,中国进入水利建设的高速发展时期,中央一系列推动水利改革发展政策的出台,给从事水利施工的企业带来难得的战略机遇。目前,越来越多的企业进入水利施工行业,行业市场竞争日趋激烈。华北水利水电工程集团有限公司(以下简称“华水公司”)作为水利部海河水利委员会下属的国有企业,在经历十多年的发展后,面对新的形势和竞争环境,出现出较多的发展问题,特别是市场盈利能力下降,市场开拓困难重重,在一定程度上影响了企业的进一步发展。因此,拟定科学合理的企业发展战略,采取切实可行的发展措施,已成为该公司所面临的重要课题,这也是本文研究的重点和焦点。 文章通过对当前水利施工行业面临的国家宏观经济形势和市场环境的分析,从华水公司的组织结构、管理及经营资源等方面入手,运用波特五力分析模型和SWOT分析法,对华水公司所处的外部和内部环境进行了全面分析,详细阐述了华水公司所面临的内外部发展环境,指明了企业在发展中所面临的机遇、威胁、优势和劣势。文章通过借鉴和运用国内外在企业发展战略领域的研究成果,提出了华水公司未来十年发展战略,即立足自身在传统水利施工中的技术优势和良好信誉,以传统水利工程、吹填和疏浚等水利施工业务为主,同时,结合未来市场对市政工程、码头营运、船舶修造的要求,制定多元化发展战略,形成公司固定的、风险相对较小的利润增长点。并从人力资源、市场经营、体制机制、设备管理、企业文化等方面提出了战略实施的具体策略和控制措施。 
英文摘要:In 2011, China entered the period of rapid development of water conservancy construction. The central government issued a series of policies to promote the reform and development of water conservancy industry, which brought a rare strategic opportunity for water conservancy construction companies. At present, more and more enterprises entered the water conservancy construction industry and the market become more and more competitive. North China Water Resources & Hydroelectric Construction Engineering Group Co., Ltd. (hereinafter referred to as NCWR group) is a state-owned enterprise under the Haihe River Water Resources Committee of Water Resources Bureau. After ten years of development, the company is now facing many development issues particularly the market decline in profitability, in the new situation and the competitive environment. The marketing difficulties, affected the company's further development to a certain extent. Therefore, to develop scientific and rational enterprise development strategies and take practical measures, has become an important subject of the company. It is also the focus and key point of this study. After an analysis of the national macro-economic situation and market environment of the current water conservancy construction industry, this article analyzed NCWR’s internal and external environment, starting on the company’s organization structure, management and operational resources and using Porter's Five Forces Analysis model and SWOT analysis method. It stated in detail the company’s internal and external development environment, pointed out the company’s opportunities, threats, strengths and weaknesses. By learning and applying the research achievement of domestic and overseas on company development strategies, this article created a development strategy for the next decade of NCWR. The strategy is that based on its own technical advantages and good reputation in traditional construction of water conservancy, focus on traditional hydraulic engineering, land reclamation, and dredging and other water-based construction business. At the same time, based on the future market requirement of municipal engineering, terminal operations, ship repair requirements, develop a diversification strategy, and create stable and low risk profit growth point. It also provided some detailed strategy and control measures from aspects of human resources, marketing management, institutional mechanisms, equipment management, and corporate culture, etc.
