中文摘要：	随着我国电子政务的发展，信息系统建设已由以系统集成和软件添置为主的基础建设阶段转向以服务优化和数据分析为代表的应用阶段。社会公众和税务系统对电子政务应用系统的运行质量提出了越来越高的要求。税务系统的信息化建设正面临着建立更加高效和规范的电子政务运行维护体系，提高IT运行维护管理水平，改善政务系统运行质量的重要问题。起源于政府自身IT运行维护管理需求的ITIL(Information Technology Infrastructure Library，即信息技术基础架构库)，和电子政务运行维护有着紧密的联系，对于电子政务运行质量和应用效果的改善具有很好的参考意义。 本文在分析我国税务系统IT运行维护管理流程的基础上，为电子政务服务系统提供了一套基于ITIL流程的IT运行维护管理体系，向电子政务服务系统的IT部门提供了一套标准方法及工具。IT运行维护管理的目标是提供有质量的有效率的ITIL服务，为保证流程的顺畅进行，本文没有生搬硬套西方的经验而是结合中国税务系统的实际情况制定了符合税务系统自身管理的规则。 本文首先介绍了研究的意义和背景，IT运行维护管理的基本概念以及国际上主要的IT运行维护管理标准。然后解释了本文采用ITIL标准进行IT运行维护管理研究的主要依据；接着以具有代表性的税务系统单位A市地税局为例研究了税务系统IT运行维护管理的体系构建；随后以A市地税局IT运行维护管理实例—运维管理平台来说明如何将ITIL运行维护管理流程体系加以实践和应用；最后作者通过评估模型验证了ITIL实施对A市地税局IT运行维护管理水平提高的显著作用，并通过评估结果对A市地税局下一步运行维护管理建设提出了建议。从而为税务系统IT运行维护管理的发展提出了一套可行的管理体系。
英文摘要：	With the development of e-government, information system has turn from the infrastructure, system integration, software purchase to service optimization and data analysis as the representative of the application stage. The public and the taxation system apply to run increasingly demanding of quality of e-government. To establish an efficient, standardized operation of e-government system, for improving IT operations management and improving the quality of government system, has become an important issue of the taxation system. ITIL (Information Technology Infrastructure Library) originated in the government's own IT operations management needs, and e-government operation and maintenance of a close link, is helpful for improving the quality and application of e-government effectiveness. By the analysis of the taxation system IT operations management processes, this thesis provides a IT operations management system based on the ITIL standards for e-government service system, and provides Standard methods and tools to the IT department. Goals of IT operations management is to provide quality and efficient ITIL service, workflow rules and the specific content of the experience which we can not be applied mechanically from the West, which requires a combination of the actual situation of Chinese taxation system, to develop self-management in line with rules of taxation system, to ensure the smooth conduct of process. This thesis describes the study of meaning and context, the basic concepts of IT operations management and major international IT operations management standards .And then explained primarily reason for using the ITIL standard for IT operations management. For the representative taxation system department of the Tianjin local tax bureau ,I did a research on the design of the taxation IT operations management system, then to use the A local tax bureau instance of IT operations management - operation and maintenance management platform illustrate how ITIL system manages the operation and maintenance practices and applications. Finally, I assessed the validation of the implementation of the A local tax bureau of the ITIL IT management to find that ITIL plays a significant role in improving the capability of IT operations management , and by the results of assess of the A local tax bureau I gave some recommendations for the construction of the IT operations management . As a result, Taxation system gets a practicable system of IT operations management.
