中文摘要：	本文针对天津市政府建立决策咨询智力支撑系统这个项目，在参考项目、项目管理、决策咨询、系统等理论和文献的基础之上，借鉴了国外决策咨询系统的发展经验以及国内如上海、四川、深圳、黑龙江等省市决策咨询委员会的设置特点，对天津市的市级决策咨询机构，主要是天津市社会科学院、天津市参事室、天津市特聘专家、天津市市长顾问等综合机构或组织，以及天津市智力资源的分布和水平进行了详尽地分析和研究，然后设计出天津市决策咨询智力支撑系统的主要构成——专家库和市级决策咨询机构联络网，最后针对设计理念，向全市各大专院校、科研机构、市级咨询机构或顾问组织征集专家库的入选人员，经过与专家的信函联系以及市人事局的考核，最终确立了专家库首批436名人员；同时，通过与各个市级咨询机构的联络沟通，形成了由4个综合性的市级咨询机构或组织以及包括市法律顾问、农业顾问等16个专业性的市级决策咨询机构或组织所构成的“天津市市级决策咨询机构联络网”。此外，笔者根据自己在这个项目中的工作经验，对整个系统建立过程中的项目管理的重要环节做出分析和研究，也会对近几年天津市决策咨询智力支撑系统在运作过程中的不断完善方面作一说明，最后提出笔者对该系统未来发展过程中充分利用信息技术等想法。
英文摘要：	Aiming at the project of the People’s Government of Tianjin Municipality established decision-making consultation intellectual supporting system, reading the reference of the project, project management, decision-making consulting, systems, and then learning the development experience of the foreign policy consulting system as well as the decision-making characteristics of the domestic Consulting Committee, such as Shanghai , Sichuan, Shenzhen and Heilongjiang. Detailed analysis and research the municipal decision-making advisory body of Tianjin which mainly includes four comprehensive institutions or organizations, such as Tianjin Academy of Social Sciences, Counselor’s Office the People’s Government of Tianjin Municipality, special advisor, Mayor Consultant and intelligence resource distribution and level of Tianjin, and then designing the main composition of the consultation intellectual support system of Tianjin that maintains a expert database and a network of municipal decision-making consultation institutions or organizations. After doing these work, we collect the experts from all the colleges, universities， research institutions, municipal consultation institutions or consultant organizations of Tianjin according to the design concept. Finally the expert database establishes 436 experts which are through examination of personnel bureau. Meanwhile, this system forms” the network of municipal decision-making consultation institutions or organizations of Tianjin” which is includes four comprehensive municipal consultation institutions or organizations and 16 professional municipal decision-making consulting institutions or organizations, such as legal advisers, agriculture consultant. In addition, based on my experience in this project, this thesis will analysis and research the project management of the important link of the process in establishing the whole project and the improvements of this system and then will put forward the idea of taking full advantage of information technology to develop this system in the future.
