| 中文摘要: | 2005年12月27日,在山西省平遥县试点设立的小额贷款有限公司正式成立,之后其他省区小额贷款组织试点也陆续运行。截至2011年6月底,人民银行公布小额贷款公司情况如下,全国小额贷款公司共3366家,实收资本2464.30亿元,贷款余额2874.66亿元。小额贷款公司的出现对合理配置地方金融资源,规范引导资金流向农村和欠发达地区,缓解“三农”和中小企业发展面临的资金短缺问题发挥不可忽视的作用。但是在发展过程中出现越来越多的违规现象,例如高息放款、大额放款、异地放款、变相“揽储”等等,这些问题的出现不仅仅危及小贷公司本身而且危及小贷行业的健康发展甚至影响社会的和谐稳定。因此天津市人民政府金融服务办公室作为天津辖区内小额贷款机构监管部门通过何种方式监管,保证小额贷款公司健康有序的发展成了当务之急。政府作为小额贷款行业发展的利益相关者,面对小贷公司监管的专业性、复杂性、综合性和重要性,只有建立一套以科学的监管流程为核心、先进的信息技术为载体、严谨的组织结构为依托、完善的相关制度为保障的信息化监管实施策略,才能实现监管方式的变革,即全面监管向重点监管转变,事后监管向事前预防转变,结果监管向过程监管转变,从而全面提升监管能力。本文共分为五章,第一、二两章主要介绍了小额贷款公司产生背景和发展现状,回顾了本文所涉及的相关理论。第三章首先介绍小额贷款行业监管现状,详细描述现有的监管方法;其次指出天津市小贷公司在经营中违规现象;最后进行违规现象根源分析。第四章分析小额贷款公司内部管理及经营情况总结出实施信息化的必要性;分析监管部门的监管现状总结出实施信息化监管的必要性。第五章在确定信息化监管的原则、基本原理和主要方法后,通过组织构建、确定监管流程、设计相关制度,保障信息化监管策略的有效实施。最后介绍信息化监管系统框架设计。 | |
| 英文摘要: | December 27th, 2005, in Pingyao County, Shanxi Province, a pilot microcredit Co., Ltd. was established, followed by that the increasing number of the similar companies in other provinces started to run. By the end of June 2011, the People's Bank of China revealed the information about micro-credit companies in China as follows, there is a total of 3366 small loan companies, paid-up capital of RMB246.43 billion and the loan balance of RMB287.466 billions. The emergence of small loan companies contributed to the rational allocation of financial resources, standardize and guide the flow of funds in rural and underdeveloped areas ,also played the very substantial role in the resolving of the "three rural" and financial shortages SMEs facing. But in the process of development more and more irregularities, such as high interest loans, large-scale loans, lending in other places and distortion of "gathering of saving,"etc. These problems threaten not only the company itself but also the healthy development of the industry and even affect social harmony and stability. For the Office of Tianjin Municipal People's Government as the regulatory supervision of microfinance institutions in Tianjin therefore the way to ensure healthy and orderly development of small loan companies becomes the first priority. Government, as the microfinance industry stakeholders, is facing professional complexity , comprehension and importance of the small loan company, only by establishing a scientific regulatory process as the core, advanced information technology as a carrier, relying on a strict organizational structure, sound systematic supervision for the implementation of information security strategy, could achieve regulatory revolution by which a shift from the way of comprehension to importance-oriented, from supervision afterwards to prevention in advance, from the regulation of result to process, to enhance the regulatory capacity in the whole way. This paper is divided into five chapters, Chapter one and two focuses on the introduction of the background and development status of the small loan companies, review of the theories mentioned in this article. Chapter three includes the current situation of the micro-credit industry, regulatory status, detailed description of the current regulatory approach; followed by irregularities existed in the small loan companies in Tianjin; Finally the analysis on causes of irregularities . Chapter IV analyzes the internal management and operations of the small loan company, emphasized on the need for implementation of information technology, analysis of the current regulatory status of relevant authorities and the necessity for monitoring on the implementation of information technology as a conclusion. Chapter V is Based on the convince of principles, theories and main approaches of informational supervision, by the building of organization, the determination of the regulatory process, the designing of the relevant systems to ensure the effective implementation of regulatory strategy.
