中文摘要:中文摘要随着改革后我国经济的高速发展,我国大中型国有企业的管理与经营模式也在逐步与世界接轨,来自国内外的竞争也日趋激烈,我国企业正面临着一个全球化的商业环境与人才环境的转变,企业管理尤其是人力资源管理也越来越受到企业高层的关注。众所周知,人力资源是企业的第一重要资源,人力资源管理也已经成为现代企业面临的一个重要课题,是关系到企业生死存亡和是否能顺利发展的战略性问题。所以国内外专家对人力资源管理的研究也在不断深入。在国有企业管理模式的过渡转型期间,未来的很长一段时间内将会遇到扑面而来的很多问题与挑战,而这些问题与挑战又如何去应对,将是企业界迫切需要解决的课题。本文认为解决问题和应对挑战的关键在于如何通过实行正确的改革方案,合理有效的开发和管理企业人力资源,只有把握好这个企业的核心竞争力,才有可能在面对激烈的市场竞争中立于不败之地。构建科学高效的人力资源管理体系的优良模型,充分发挥人力资源管理体系中各模块之间相互促进、相互推动的作用,充分发挥各要素之间相互协调的功能,以此来提高工作效率。本文通过对ZT公司人力资源管理现状的分析与研究,针对目前公司人力资源管理中存在的问题,构建适合公司规模与发展的人力资源管理体系,包括人力资源规划、招聘与配置、培训与开发、薪酬管理、绩效考评、档案管理、信息管理平台等环节。本文主要从管理观念、方法、制度以及具体的管理措施入手,为改善公司人力资源管理现状,构建立科学高效人力资源管理体系提出了具体实施方案。ZT公司人力资源管理中存在的问题在我国很多大中型同类型企业中普遍存在,所以希望本文对ZT公司人力资源管理的深入探讨与研究对我国大中型企业人力资源管理具有一定的借鉴价值。 关键词:大中型企业、人力资源管理、体系构建、策略思考 
英文摘要:Abstract With China's rapid development after the reform, the business and management model of large and medium state-owned enterprise had geared to international standard, In addition, the competition from home and abroad has becoming more and more fierce, China's enterprises are faced with a changing global business environment and human resource environments, Business management, especially human resource management has been in the spotlight for the managers of enterprises. Human resources management has become an important issue for modern corporations, how to develop and manage corporate human resources effectively and efficiently are the strategic issues related to the survival and development of corporation. There will be many problems to encounter in state-owned enterprises transition state. It is urgent to find the way to deal with all these challenges. This paper argues that to solve problems and challenges, the key is how to implement the right reforms, built up a good human resources management system model, give full play to mutual reinforcing between various modules of human resources management system, give full play to the element of coordination between functions, and improve work efficiency. Based on the analysis on the human resources management status of Tianjin Sino Steel, this paper is aimed at the company’s human resources management problems. We start analyze the internal and external environment, combined with human resource management theory , organizational behavior theory and advanced human resources management experience, and build up a human resource management system which fit the company size and future. The system includes human resource planning, recruitment and configuration, training and development, compensation management, performance evaluation, records management, information management platform, and so on. In the construction of human resources management system , this paper focus on the management concepts, management methods, management systems and specific management measures, put forward implementation plan to improve human resource management status, and to establish a scientific, practical human resource management system. The human resource problem of Tianjin Sino Steel is universal in China’s large and medium-size company, so the deeply research on human resource in this paper also has reference value for these large and medium-size companies.
