中文摘要：	在国际大金融机构银行业务外包蓬勃发展的背景下，我国银行已经认识到业务外包给银行带来的各种收益，但是进行大规模业务外包实践的本土银行却是凤毛麟角。而且我国银行后台业务外包的发展还处于初期阶段，在质量和风险管理等方面还有待加强。还有不少银行始终对于业务外包秉持迟疑否定态度。在这种背景下，本文力图通过介绍分析渣打银行金融服务外包的模式和管理机制给我国银行业界提供真实、客观的参照，有助于更好的认识当前风险，有效提高风险管理，合理进行决策。同时也想借渣打天津营运中心的运营案例来例证为我国的离岸外包业务提供参考。本文从金融服务外包的背景和意义入手，以渣打银行业务外包模式的介绍为主线，展现了银行业务外包整体框架，并展望金融外包未来的发展趋势，表明自己的观点。本文通过六个章节，首先介绍金融服务外包迅速发展的背景及重要意义，进而阐述本文所研究的内容及方法；结合渣打银行的发展历史和现状，分析其业务外包的动因，以及面临的问题；结合渣打银行对外包业务和对象的选择，分析其在业务外包发生前如何建立有效评估机制，如何有效控制事前和事后成本；结合渣打银行业务外包转移的实际流程，分析其质量监督和风险管理的要素和工具；结合金融外包在人力资源方面的供需现状，分析外包领域的人才需求，讨论渣打银行如何有效的培养、维系和提升人才；并针对国际金融机构外包形式的变化分析和展望未来外包的发展趋势。
英文摘要：	Under the atmosphere which outsourcing banking business of International financial institutions is booming prosperously, banks in China have realized benefits that outsourcing can bring to them; however, outsourcing in large-scale is still a rare practice among local Chinese banks. At early stage of development, many areas in quality and risk management still need to be strengthened. Many banks are still lingering in hesitation or remaining skeptical sentiment towards outsourcing business. Under this background, this article seeks to introduce the analysis about the outsourcing model of Standard Chartered Bank financial services and management system in a hope of offering a real-life and objective reference to the Banking Industry for better understanding of the current risks, further enhancing risk management, and improving rational decision-making. It’s also a firm proof that China is a good choice considering off-shore outsourcing services, taking Standard Chartered Scope Internal China as example. Starting from the background and purpose of financial outsourcing service; introducing Standard Chartered Bank outsourcing model as main line, this paper has demonstrated the overall framework and future development trend of the banking outsourcing services. This thesis, totalling six chapters, will begin with the introduction of the background and significance of the rapid development of financial outsourcing services which further leads the main research content and methodology of the paper; combining with historical and current status reason, analyze the reason outsourcing and the challenges which are facing; combining the rationale on how Standard Chartered Bank chooses outsourcing business and counterparty, analyze the pre-steps on building up assessing and evaluation mechanism and how to effectively control the initial and ongoing costs; combining with the actual business outsourcing flow, analyze the key elements and tools of management mechanism and risk control; combine with current HR status of Standard Chartered Bank’s outsourcing business, analyze how to effectively develop, maintain and promote talents within HR realm; and analyze evolution of international financial outsourcing business and the anticipation of future trend, like combination of multiple BPO models and conversion to subcontracting on basic entry work.
