中文摘要：	随着我国经济的快速发展和投融资体制的改革，大量工程项目也相继投入了建设。一方面，工程项目的规模越来越大，工程建设方已经越来越不具备对工程造价的控制能力；另一方面自主经营自负盈亏的工程造价咨询机构为了生存和竞争必须要加强自己的实力，拓展自己的业务，全过程工程造价咨询服务成为必要手段。因此业主将项目全过程造价控制委托给有资质的造价咨询机构，由造价咨询机构对工程造价实施全过程、全方位的动态管理，扭转工程造价失控的局面，能够为业主提供连续、丰富、系统的投资咨询服务。 本文的研究以国内外工程造价管理、工程造价咨询相关理论为理论基础，分析了我国当前建设工程造价控制的现状及存在的主要问题以及工程造价咨询机构参与建设项目全过程造价控制咨询的必要性和可行性；采用定性与定量分析的方法对在工程量清单计价模式下，工造价咨询机构经过业主委托后，以代行业主身份开展建设项目投资决策、设计、招投标、建设施工、竣工各个阶段造价控制及其方法进行了研究，并以某工程项目为实例阐述了工程造价咨询公司在全过程造价咨询服务中控制工程造价采用的方法和取得的成效；最后指出了论文的结论及创新之处，并通过大量的文献阅读和写作过程当中的反思，对论文的不足之处和后续研究提出了建议。这些研究具有一定的理论和实践价值，对于社会资源的良好利用，业主提高经济效益和工程咨询机构扩展的业务、增强竞争力都有借鉴意义。
英文摘要：	With China's rapid economic development and the government's investment and financing system reform, large construction projects also have come on the building. One hand, with projects as a growing scale, constructor’s ability of control the cost of the project has already weakened; on the other hand, project cost consulting industry as an important component of construction field has gradually developed. Autonomous self-financing company must strengthen its own strength, expand its business to survive and compete, and the whole process cost consulting engineering services is necessary. So the whole process cost control of the engineering is entrusted to the engineering cost consultation company to implement dynamic management during the whole process, reverse engineering cost control situation and provide the rich. system. continuous investment consultation to owners. The thesis is based on theories of project cost management and project cost consulting home and abroad., and analyzes the main issues of current construction project cost control, the necessity and feasibility of project cost consulting sector participation in the entire process of project cost control advisory. Using qualitative and quantitative methods, this paper provides an analysis of the methods of the consulting agencies acting as owners in investment decision-making, designing, bidding and building construction and the completion of various stages with bill of quantities. A project is described as an example to discuss the progress and methods of a project cost consulting company in the whole process cost consulting services to control the project cost. Finally, it summarizes the full paper in the conclusion part, and the future study expectation is given. These studies have some theoretical and practical value for making good use of the community resources, increasing economic efficiency, expanding the operations and enhancing the competitive edge of engineering consulting agencies.
