中文摘要:工程施工业目前处于完全竞争的市场环境下,国内外工程市场的竞争日趋激烈。并且随着WTO的过渡期完成,外国企业也能进入中国的市场,带来对国内工程施工业更大的冲击。再者,事业单位改革的呼声日渐强烈,由于地勘行业的工程施工业在我国整个工程施工业中的行业排名较低、技术平均水平一般,在完全竞争市场环境下如果没有事业费的支持,生存能力较差。因此,在这几重压力下,面对这种可能到来的变化趋势,企业如果能做到未雨绸缪,及时调整企业战略以使企业平稳度过变革期,才能更好地成长与发展。本文首先对战略管理的基本理论、分析工具等理论与方法进行了概括梳理。其次,对A地勘局工程施工业的情况进行了简要的介绍。将A局工程施工业产业概括成两条主链、八个支链并分别进行阐述,从而充分展现A局工程施工业的特点。其后,对A地勘局工程施工业战略进行系统分析。通过使用内外部环境分析方法进行了分析,提炼总结出A地勘局工程施工业的资源、能力与核心竞争力。后又使用用SWOT矩阵法、大战略矩阵法、五力模型等一些分析工具和理论,区分不同主、支链分别进行战略制定和战略实施的分析和研究,得出主产业采取一体化战略、辅助产业采取收割及多元化战略。最后,对A局工程施工业的战略实施措施进行了论述。A局工程施工业的战略实施步骤分三步走,明确各产业链的方向和目标,分别在经营与管理方面采取相应措施,打造一至两条完整的产业链,确保实现其战略意图。本文属应用型研究。本文在研究过程中采用规范与实证相结合的方法,力求紧密联系实际,重视战略方案的可操作性。本文可作为A局工程施工业发展决策的重要依据,对地勘系统的其他单位也有借鉴参考价值。 
英文摘要:Engineering construction industry is now under perfect competition, the competition in domestic and overseas engineering market is increasing fierce. As the transition period of entering WTO is completed, the foreign companies can enter into China’s market, which will bring greater impact to our engineering construction industry. Another adverse factor is that the voice for reform of public institutions is growing stronger, and the engineering construction, which aroused from geological exploration industry, ranked lower in China’s overall engineering construction industry, had an average level of technology and bad market competitiveness. Therefore, under this dual pressure and facing this possible change trend, if the company can prepare everything ready in advance, adjust company’s strategy in time, in order to go through reform period, which will be of great significance. This paper introduce the basic theory of strategic management, analysis tools and methods at first. Secondly, carry out a brief introduction of the engineering industry of A Geological Exploration Bureau. Through devise it into two main-chain, eight branched-chain, fully show the characteristics of the engineering industry of A geological Bureau. Subsequently, system analysis is apply in A bureau. Through the use of analytical methods such as internal and external environment analysis, to extract the resources, capability and core competitiveness. Then use analytical tools and theories as the SWOT matrix , grand strategy matrix method and five forces model to study different primary and branched chain, and then form a general strategy that the main industry will adopt an integrated strategy and supporting industries will adopt harvest and diversification strategy. Finally, strategy implementation measures of the engineering industry of A Bureau will have three steps to implementation strategy. Practical results given by specifications and faits can supply not only a strong support for decision-making of future development in A geological bureau but also a good example for other related geological industry.
