中文摘要：	随着天津滨海新区被国务院批复成为第二个综合改革配套实验区，滨海新区的发展上升为国家战略，成为中国经济发展的第三极，从而使得天津的经济发展进入到了一个全新的发展阶段，而欧洲空客A320总装和中航直升机两个核心项目及配套企业的落户滨海新区的核心区—空港经济区，标志着民用航空产业从无到有成为天津战略新兴产业，天津空港经济区也将成为国家最重要的航空产业研发制造基地之一。在这种背景下，天津空港经济区民用航空产业发展战略的制定凸显其重要性。本文以天津空港经济区民用航空产业发展对策及措施研究为题目来研究该产业后续发展问题，旨在通过对天津空港经济区的民用航空产业现状和优劣势进行深入全面分析，进而制定出一套可持续发展的对策和措施，促进天津民用航空产业的蓬勃发展。在研究方法上，本文以战略管理理论为指导，密切联系实际，综合运用PEST分析法，SWOT分析法，波特钻石模型等分析工具，力求在充分吸收他人研究成果的基础上，对区域优势产业发展对策及措施的研究进行一次集成和创新。本文首先对战略管理相关理论与文献做了综述，回顾了近代、现代战略管理理论的主要内容，对最新进展做了简要介绍。根据本文研究的内容和特点对国内外民用航空产业的研究进行了论述。上述这些理论和研究都为后续的实证研究提供了依据。其次，使用波特钻石模型对天津空港经济区的航空产业竞争力进行了分析，使用PEST分析法对天津空港经济区发展民用航空产业所面临的外部环境做了分析，使用SWOT分析法对天津空港经济区发展民用航空产业所具备的优势、劣势、机会和威胁进行了论述。上述分析和论述为后面总结出空港经济区发展民用航空产业的总体对策和具体措施做了充分的铺垫。最后，通过三种分析方法全面总结分析后，提出了天津空港经济区发展民用航空产业的4条总体对策，随后依循对应总体对策提出了天津空港经济区发展民用航空产业的具体措施，最后提出了措施实施过程中所应注意的关键事项。
英文摘要：	As Tianjin Binhai New Area has been approved to be the second Synthetically Reform Testing District, its development has become state strategic. Tianjin Binhai New Area will surly be the third growth pole, accordingly economy of Tianjin enter a wholly new stage. Accompanied by Airbus A320 FAL and Sino helicopter setting up in Tianjin Airport Economy Area, which is the core area of Tianjin Binhai New Area., it means civil aviation industry has become strategic industry of Tianjin and Tianjin Airport Economy Area will become one of the most important aviation industry bases of China in R&D and manufacture. Under such circumstances, the research to civil aviation of Tianjin Airport Economy Area becomes important. The text takes countermeasures and steps for civil aviation industry development of Tianjin Airport Economy Area as subject to research subsequent development, main purpose is to formulate a series of countermeasures and steps for promotion of Tianjin Airport Economy Area civil aviation industry development through analyzing advantage and shortcoming of it. In the research methods, the articles takes strategy theory as guidance, combine actual situations, comprehensive use PEST analysis, SWOT analysis, Potter Diamond model, base on other research results, try to integrate and innovate the research of regional advantage industry development. This study introduces the related theory and literature of strategy, reviewing the contents of early, modern and new strategy theories, and giving a brief introduction of the latest development. In the description of domestic and foreign civil aviation industry research according to the article’s contents and characteristics. Above-mentioned basic theory and research provides basis for the subsequent analysis. Secondly, this study uses Diamond model to analyze the competitive power of civil aviation industry development of Tianjin Airport Economy Area, uses PEST to analyze the external environment of civil aviation industry development of Tianjin Airport Economy Area, uses SWOT to analyze the advantage, shortcomings, opportunity and threat of civil aviation industry development of Tianjin Airport Economy Area. Above-mentioned statement made a strong foundation for the subsequent analysis. Finally, through three analytical methods, the study announced four countermeasures for the civil aviation industry development of Tianjin Airport Economy Area. Then according to the four countermeasures, the study issues the detail steps. At last the most important key point is emphasized.
