中文摘要:T检验所成立于1950年,是具有行政执法和技术检验两项职能的专业纤维检验机构以及第三方公正检验机构,在体制上仍停留在事业单位,但是在经营上却必须面对外部激烈的市场竞争。尽管T检验所在近两年以开发检测市场为核心的发展战略指导下积累了不少经验,但竞争战略一直没有明确,也缺乏系统的战略规划,获得竞争优势有一定难度。 本文为了解决T检验所的竞争战略选择问题,根据多年在T检验所工作的经验,结合行业数据及组织内部数据,应用了PEST分析、波特五力分析、波特价值链分析等环境分析工具对 T检验所的内外部竞争环境进行了分析,在此基础上进一步应用IE矩阵和SWOT矩阵等战略选择工具分析了T检验所竞争战略的定位及可选战略,最后结合组织愿景和发展战略对T检验所的竞争战略做出了选择,并简单研究了战略的实施和保障中的一些具体问题。 研究结果表明,T检验所为了取得竞争优势,根据组织目前的自身条件,其目标市场应定位为流通领域市场业务的开发,选择着眼于流通领域市场的集中差异化战略作为主要竞争战略,以差异化和战略联盟为辅助战略,同时为了保障战略的实施也要加强组织的管理制度、人力资源及组织文化的建设。 本文希望通过对竞争战略选择的研究分析和理解,在将所选战略实践应用后最终可以达到为所内的市场开发打开新局面、显著提升第三方检测业务量的目标,同时也希望本研究能对其他相似或相关机构的竞争战略选择有一定的参考借鉴价值。 
英文摘要:T inspection institution was established in 1950, is a professional fiber inspection institution with administrative law-enforcement functions, and is an independent legal status of third-party impartial inspection agency. As a public institution, T inspection institution still has to face the fierce market competition. In the last two years of exploration, a lot of experience has been accumulated, but the absence of competitive strategy and systematic strategic planning has made it even harder to gain competitive advantages. To resolve the problem of competitive strategy selection for T inspection institution, based on my years of work experience there,and data and charts of the industry and the organization itself, the analysis of internal and external competitive environment of T inspection institution begins with the methods of PEST, 5 forces and value chain. Then IE matrix and SWOT matrix are used to analyze the direction of competitive strategy and offer a variety of options. At last, the choices of the competitive strategy for T inspection institution are made by considering the organization’s vision and development strategy, and some specific issues of the strategy and its protection are discussed. The results show that: the opportunities for market competition of T inspection institution have good chances coming from the rapid expansion of business in circulation market. According to the organization's own current conditions, focused differentiation strategy in circulation market is chosen as the main competitive strategy of T inspection institution, along with differentiation strategy and strategic alliance as supplement. At the same time, the organization's management system, human resource system and the construction of organizational culture should be strengthen to guarantee implementation of the strategy. By the selection research of competitive strategy and its practical application, this paper aims to 0pen new prospects for the market development of T inspection institution and enhance the third-party testing business to a new level. Also I hope there is reference value of this paper to other similar or related institutions for their own choice of competitive strategies.
