中文摘要：	当今世界，每个国家在经济、科技、教育等方面的发展与竞争日趋激烈。而吸引外来投资是促进经济快速发展，带动就业和推进技术进步的重要动力。因此得到越来越多国家的高度重视，各地方也为吸引投资，采取各种措施积极争取，采用多种投资促进的方法加大引资力度。但不同地区间仍有加大差别，除去自然地理条件外，与地方招商引资管理的组织体系及机制密切相关。 天津东疆保税港区随着滨海新区的成立孕育而生，既上海洋山保税港区之后，第二个保税港区，也是全国最大的保税港区，面积10平方公里。将建设成为我国开放度最高、政策最优惠、区位优势最突出、交通条件最便利、功能配置最完备、通关流程最高效的保税港区；中国北方国际航运中心和国际物流中心的核心经济功能区；综合配套改革的先行先试区和口岸管理体制创新的试验区；高度开放、政策宽松、服务高效、环境优美的自由贸易港区。东疆管委会和天津港集团共同为该区域招商引资。本文分析对比了国内外部分地区招商引资的有益经验，并从中获得启示。阐述了东疆保税港区招商现状及期望目标。 本文综合运用文献分析、比较分析、实地调查等方法，对研究问题主体展开论证，以保证研究成果的科学性。提出在东疆保税港区构建新型招商引资组织体系，即由天津港集团和东疆管委会共同出资成立东疆招商投资服务有限公司，公司董事会由天津港集团和东疆管委会委派的高层干部组成。详细说明东疆招商引资组织体系整体框架和东疆招商投资服务有限公司内外部组织体系。对应地提出建立包括项目跟踪、信息管理、考核奖惩、保障服务和对外联络等招商引资管理机制。并对每一种机制都进行阐释与论述。由于研究对象保税港区的一般性质和企业、政府共同招商的独特经历，决定了本文研究结果不仅对本区域发展有所帮助，同时对其它类似的开发区域的招商工作有针对性意义。
英文摘要：	Today, each country economy has science fierce competition in technology, education, and other aspects of the development. Attracting foreign investment is important power to promote the development of the economy, to create more employment opportunities and to promote technological progress. So it get more and more attention, each place also is taking all kinds of measures to increase investment.But there are still difference between different regions. Besides the natural geographical conditions, local investment promotion and capital introduction of the management system and mechanism are closely related with local investment promotion management system. Tianjin Dongjiang Free Trade Port Zone was established with the Tianjin Binhai New Area, which is behind the Yangshan Free Trade Port Zone. It is the largest bonded port area, which is 10 square kilometers. It will became the highest opening extent, and the most favourable policy, and the most outstanding,regional advantage and the most convenient traffic conditions and the most complete function configuration, and the most efficient customs clearance procedure bonded port area. Administrative Commission of Tianjin Dongjiang Free Trade Port Zone and Tianjin Port Group are taking investment promotion for the region. This thesis analyzed the parts of the domestic and foreign investment promotion and capital introduction beneficial experience. This thesis expounded the present situation of Tianjin Dongjiang Free Trade Port Zone and the desired objective. This thesis analyzed the comprehensive literature, comparative analysis, field investigations and other methods, research on the main body of research problems to ensure that the scientific research achievements. It put forward in Tianjin Dongjiang Free Trade Port Zone to construct the new investment promotion organization system. Dongjiang Investment Service Co., LTD was invested by Tianjin Port Group and Administrative Commission of Tianjin Dongjiang Free Trade Port Zone .The board member of the company are appointed by the two units. The thesis descriped the whole framework of Dongjiang organization system and internal and external organization system of Dongjiang Investment Service Co., LTD. This thesis proposed project tracking, information management, inspection rewards and punishment, security service and investment promotion management mechanism. And discussed for each a mechanism.Because of the unique experience of the decision of research object, this thesis provides not only the region development assistance, but also for the other similar development area of investment promotion work targeted significance.
