中文摘要：	城市公用基础设施建设和运营投资是现代城市管理体系中不可或缺的一环，尤其在正处于城市化高速发展阶段的中国，其建设资金瓶颈和运营效率成为广为关注的问题。国内外许多学者在投资主体和投资方式方面做了许多研究，为城市公用基础设施引入社会资本提供了多种方法。本文作者以天津开发区为案例，研究处于经济社会高速发展阶段的区域中心城市其水务领域引入社会资本适合的项目和融资方式。本文的研究内容主要从项目融资的视角出发，通过相关理论的回顾和分析，提出城市公用事业基础设施引入社会资本适用的融资方式。同时通过研究开发区水务投资的现状和未来需求，以及水务项目的风险收益特征，选择合适的引入社会资本的项目。本文首先对文章的选题背景以及国内外对相关问题的研究做了简要的回顾，提出了文章选题的理论与现实意义，而后又介绍了相关的理论基础，即项目融资的理论和应用模式。接着从天津开发区的整体发展前景和开发区水务系统发展现状入手，分析水务系统面临的问题。又从开发区过去的水量需求数据和未来经济发展规划着手，预测未来十年开发区水务系统各项目面临的发展数量和质量要求。接着，给出平衡解决方案并以此为基础分析水务系统在近期和远期面临的融资需求，解析其引入社会资本的必要性。比较各水务项目的收益和风险特征，分析其对社会资本的吸引力，并给出开发区水务系统引入社会资本的原则，选择融资需求最大的自来水供水项目作为引入社会资本研究的项目。最后，根据对项目融资模式的比较和开发区供水项目经营数据的实例分析，得出了开发区自来水供水项目引入社会资本应选择公私合营模式的结论。
英文摘要：	The investment of the urban public infrastructure construction and operation is an indispensable link in the modern urban management system. The more in China, which cities are in the stage of rapid development, the funds bottleneck for its construction and its operation efficiency has become the focus of wide concern. Many domestic and foreign scholars have done a lot of research on the investment subject and investment mode for urban public infrastructure, and provided a variety of methods on the introduction of social capital into urban public infrastructure. In this paper the author takes Tianjin Development Area as a case study, to research on the project selection and financing way for the regional central city’s water treatment system, which economy and social development is of high-speed stage. The main content of the dissertation is from the perspective of project financing, through the relevant theories and some analysis, to present the applicable way of the introduction of social capital into the urban public infrastructure. At the same time, through the study of the current situation and future needs of TEDA’s water treatment system, as well as the characteristics of water treatment projects’ risk and return, the paper wants to select the appropriate project for the introduction of social capital. The dissertation firstly did a brief review on the background of the topic and the foreign and domestic studies, presented the topic’s theoretical and practical significance, and then introduced the related theoretical basis, namely the project financing theory and application mode. The next, starting with TEDA’s overall development prospects and its water treatment system development status, it analyzed the problems which the TEDA’s water treatment system was facing with. And then, by analyzing the past water demand data and the ten years economic development planning, the paper forecast the quantity and quality requirements of each water treatment project in the future ten years. Then it presented the equilibrium solution as the basis of the financing need of TEDA’s water treatment system, analyzed the necessity of the introduction of social capital. Afterward, by comparing the characteristics of water treatment projects’ risk and return, it analyzed their attraction to social capital. After that, the paper gave the principles of the introduction of social capital into TEDA’s water treatment system, and selected the pure water supply program, which was facing with the largest financing need, as the appropriate project. Finally, on the basis of the comparison of three project financing modes and a real evidence analysis of TEDA’s pure water supply program management, the conclusion was that the introduction of social capital into TEDA’s pure water supply program should select the PPP mode.
