中文摘要：	近几年来，随着我国市场经济体制的不断完善，企业成长和发展环境不断得到改善，为我国国民经济的持续、健康、稳定发展做出了重要贡献。其中，占到企业总量99%以上的中小企业是这一时期的重要力量，为社会创造出了骄人的科技成果，并提供了大量就业机会。但是受一些因素影响，我国众多中小企业的技术创新活动受到了很大制约，这主要集中体现在企业内部创新人才缺乏，创新资金投入不足，技术和管理信息不对称，企业经营管理水平不高，企业组织创新和技术创新的激励机制缺乏，外部宏观环境不协调，社会服务体系不完善等方面，严重影响了我国中小企业的可持续发展。本文共分为五个部分：第一，文章分析了国内外中小企业技术创新的现状，同时结合我国中小企业当前的实际情况，分析了研究的社会背景，提出了研究中小企业技术创新的内容和方法；第二，文章在对中小企业技术创新的相关理论进行了回顾，分析了技术创新的分类、特点及作用，界定了中小企业的含义及特征，探讨了技术创新对中小企业发展的重大现实意义和作用；第三，文章着重分析了目前我国众多中小企业技术创新的现状以及在技术创新过程中面临的主要障碍；第四，文章结合实际，从创造良好的政策支持环境与建立和完善中小企业技术创新社会化支持服务体系两大方面提出了解决中小企业技术创新障碍的一些对策；第五，文章结合北京市兽医生物药品厂建设公共研发平台的实际案例介绍了企业技术创新的成功经验和启示，并对中小企业的技术创新前景进行了展望，认为只要资源运用得当，政府大力支持并加强监管，我国中小企业的技术创新一定会取得显著成果。
英文摘要：	With the improvement of market-oriented economy in china, there is increasing development of the enterprises under the support of government in china, which contribute to the sustainable and stable national economy in china. small and medium-sized enterprises in china account to 99% among the total enterprises. They privide massive job opportunities and scientific and technological achievements. However, there are much restriction in the technical innovation in the numerous small and medium-sized enterprises. It has hindered the well developmemt of small and medium-sized enterprises. There are five parts in this thesis: firstly, it will demonstrate the current situation of technical innovation of small and medium-sized enterprises. Based on the present social backgroud of this research, the content and methods of technical innovation in small and medium-sized enterprises in China will be proposed. Secondly, it will explore the classification, characteristics and significance of technical innovation of small and medium-sized enterprises. Thirdly, this thesis clarifies the concept and classification of small and medium-sized enterprises in china and then the significance of technical innovation for the development of the small and medium-sized enterprises in china will be identified. Fourthly, the problems accured in the process of technical innovation of small and medium-sized enterprises will be explored. Fifthly, this thesis will propose such solutions as the establishement of environment with good policy-support, the improvement of support service system of innovation socialization, etc. Finally, according to a case study of beijing veterinary biological products factory which builds public research and development system, sucessful experience will be summarized. Also, it will be followed by the perspective of technical innovation of small and medium-sized enterprises if the resouces is well used and government give great support and supervision
