中文摘要：	农业产业化经营本质上是农业产业链的延伸，是以市场为导向，以农户为基础，以龙头企业和各种中介组织为依托，通过将农业产、加、销紧密连接为一个产业系统从而进行的专业化分工、一体化经营模式。农业产业化经营是继家庭联产承包责任制、乡镇企业异军突起后农村和农业经济的第三次实质性跨越，是解决“三农”问题的根本出路。作为农业产业化经营载体的龙头企业却因资金短缺、融资困难，阻碍了农业产业化发展的步伐。农业产业化投资基金是以促进农业产业化发展为目标，对有增长潜力的农业龙头企业进行股权投资，并进行经营管理使之相对成熟和强壮，以实现资产的保值增值和回收的一种利益共享、风险共担的集合投资制度。作为产业投资基金与农业产业化相融合的一种新型融资制度，农业产业化投资基金引导和鼓励社会资本进入农业产业化经营，扶植有增长潜力的龙头企业的发展。目前国内对农业产业化投资基金缺乏系统、深入的研究，尤其是对其运行机制的研究具有重要的理论和现实意义。本文遵循基金运作元素之间的内在逻辑关系和相互作用机制，构建了一个科学、健康、可持续的运行机制。本文在回顾国内外产业投资基金发展状况及相关理论研究的基础上，结合我国农业产业化龙头企业的特点，界定了农业产业化投资基金的内涵，并从需求主体、供给主体和宏微观环境三个方面进行了可行性论证，认为当前我国发展农业产业化投资基金势在必行。接着在分析我国农业产业化投资基金发展现状的基础上，指出了问题所在并进行了成因分析。第四章是本文的主体部分，结合我国农业产业投资基金的发展状况及其存在的问题，从基金的投资定位、募集、项目筛选、投资安排和价值评估、项目监控和增值服务、报酬机制和退出机制等几个方面设计了一套多元的封闭的循环的系统的农业产业化投资基金运行机制。最后，深入探讨运作机制的具体步骤和实施细节，并从明确政府职能、加强人才培养和建立基金监管体制等方面提出了完善建议。
英文摘要：	Agricultural industrialization, essentially the extension of agricultural chain, is market-oriented, based on farmers and relying on leading companies of agricultural industrialization and Intermediary organizations. It implements specialization of agricultural production and integrated operation through connecting agricultural production, process and sell as a system. It is the third substantial leap after the Household Contract Responsibility System and township enterprises’ meteoric rising, an important way out for solving the three rural issues-agriculture’s, countryside’s and farmer’s. As key carriers in the operation of agriculture industrialization, leading enterprises face the shortage of funds and difficulties of financing, which obstructs the pace of agricultural industrialization. The agricultural industrialization investment fund, aim to promoting agricultural industrialization, equity invests in potential leading enterprises and manage them to be mature and strong. The fund is a institution of collective investment under the principle of “share of adventures and profit” to insure the assets' safety and increase. As a system innovation to industry investment fund and agricultural industrialization operation, the agricultural industrialization investment fund guides and encourages social capital to enter the operation of agricultural industrialization, supports the development of leading agricultural enterprises with growth potential. Current research about the agricultural industrialization investment fund is not systemic and thorough. It is especially significant to research on the operating mechanism of the fund. Following the internal logic and interaction mechanism of the fund’s elements, we construct a scientific, healthful and sustainable operating mechanism. This dissertation, based on reviewing the development of industrial investment fund at home and abroad and related theories and combining the characteristics of leading agricultural enterprises, defines the agricultural industrialization investment fund. This article comes to the conclusion that it is imperative to develop the agricultural industrialization investment fund. The above view is concluded from feasibility proof in requirement subject, supply subject, macro and micro environment. Then we analyze the problems and the corresponding reasons of the current situation of agricultural industrialization investment fund in China. Chapter IV is the main body of this dissertation; it describes a closed circular diverse systemic operating mechanism of the agricultural industrialization investment fund, which concludes investment orientation, fund raising, project selecting, investment arrangement and valuation, project monitoring, value-added services, payment mechanism, exit mechanism and so on. The last but not the least, the dissertation discusses in depth the concrete steps and implementation details of the operating mechanism and make recommendations as defining the government’s functions, training high-quality personnel and establishing regulatory mechanisms.
