中文摘要：	随着我国改革开放的不断推进，军工科研体制改革正在继续深化，航天型号项目已经由面向上级的 “计划指令型”模式转化为面向用户的“市场竞争型”模式，因此如何能够适应外部环境的快速变化，适应当前“多型号研制并举，研制和生产并重”的型号任务特点，建立以项目管理为基础的具有一院特色的型号项目组织结构模式，确保按时、保质、保量完成科研生产任务，已经成为一项相当紧迫的任务。本文就是在此背景下研究应用项目管理的方法提高型号项目组织管理水平。本论文通过较系统地、有针对性的分析一院现有型号项目的组织结构模式，根据一院发展战略目标和型号任务特点，找出一院型号项目由现有的职能性组织模式向项目管理模式转变的途径。本论文主要采用理论分析和一院实践相结合的研究方法，以项目管理理论回顾为基础，通过分析一院型号项目的组织管理现状，找出一院现有型号项目组织管理中的问题并分析其原因，在此基础上将项目管理中关于组织设计的理论融入到一院的型号项目的管理实践中，提出建立适应一院未来发展的型号项目组织结构模式。本论文首先对项目管理的概念和相关理论进行介绍，从国内外项目管理理论和国外航天项目管理实践出发，通过对一院型号项目组织结构模式现状、存在的问题以及产生的原因进行分析，论述了一院进行型号项目组织结构模式调整的必要性和调整思路，提出型号项目组织结构模式调整的方案
英文摘要：	As the nation’s reform and opening-up improve, the reform in the military industry science and research system is further making progress. The aerospace project mode has been transformed from superior-oriented “plan and instruction” mode to user-oriented “marketing competition” mode. Therefore, it is greatly imperative to adapt the quickly changing external environment, adapt current project mission characterized by multi-project development and required attention to both development and manufacturing, establish a project organization mode on the basis of program management which has CALT’s own character, and accomplish the science, research and manufacturing mission on time, with assured quality and quantity. In the above context, this thesis focuses on the method of applicable program management to enhance the project organization and management capability. This thesis analyzes CALT’s current project organization composition mode systematically and pertinently to seek for an effective approach to transform CALT’s project mode from functional management to program management according to CALT’s strategic goal and project character. Theory analysis combined with CALT’s practice is the research method in the thesis. Based on the program management, combined with CALT’s program organization composition status, the thesis finds out the problems, analyzes the reasons, integrates the organization design theory into project management practice, and finally puts forward a project management mode that is fit for CALT’ future development. The thesis introduces the program management concept and relative theory firstly, and then making reference to the program management theory around the world and foreign aerospace program management practice, it analyzes CALT’s project organization composition status, existing problems and the reasons, discusses about the modification necessity and idea for the project organization composition mode, then puts forward relevant approaches.
