中文摘要：	资源型城市，是指以耗竭性自然资源开发而兴起或发展壮大，并以资源开采为主导产业的城市。资源型城市迟早会遇到转型问题。资源枯竭型城市的产业转型是指，通过发展接替产业——包括接续产业和替代产业，摆脱对原来不可再生、可耗竭性资源的依赖，由原来以资源产业为主向非资源产业为主的转变。资源枯竭型城市产业转型包括休克式和渐进式两种基本方式，休克式产业转型的基本特点是资源枯竭、迫于无奈、被动应付；渐进式产业转型的基本特点是资源未枯、积极主动、循序渐转，简称“循序渐转”。“循序渐转”的途径可以分为两大类：一是发展替代产业，实行“大转型”，彻底摆脱对原来矿产资源的依赖。二是发展接续产业，延伸产业链，实行“小转型”。“循序渐转”的两种基本途径虽有选择上的先后问题，但二者在一定时期却是相辅相成的关系。本文首先从理论分析入手，对产业结构理论及可持续发展理论进行回顾，对资源枯竭型城市产业转型的特点及意义进行了分析。然后通过对典型的资源型城市鸡西市的产业转型实践进行调研和分析，总结得出资源枯竭型城市产业转型的最优方式是利用“小转型”和“大转型”的组合搭配，实现“循序渐转”。鸡西是一个典型的资源型城市，本文对鸡西市以“循序渐转”为基本特征的产业转型实践进行了总结和分析，并深入分析了鸡西市拉长煤炭产业链，实现煤钢、煤电一体化，以建设国家重要的现代煤机装备制造基地为重点、加快发展高端装备制造产业，变废为宝、发展循环经济，发展非煤产业等循序渐转的具体途径。实践表明，利用“小转型”和“大转型”的组合搭配，实现“循序渐转”，是资源型城市产业转型的最优方式。
英文摘要：	Resource-orientated city refers to the city which develops mainly at the cost of consumption of natural resources. This economic development mode will definitely encounter a tremendous innovation. This innovation mainly focuses on creating the sustainable economic development mode. In other words, the resource orientated industry should be transformed into a brand new style industrial mode without mainly depending on natural resources.Transformation of resource orientated city includes two types: passive transformation and progressive transformation. Passive transformation refers to forced innovation in industrial development on account of lack of natural resources. Progressive transformation refers to active innovation in creating sustainable economic mode. This type of transformation can be subdivided into two kinds: substitute industry and sequent industry. The former also called “Major transform” thoroughly changes the resource orientated industrial mode. The latter also called “Minor transform” extends the resource orientated industrial mode. The two approaches of "progressive transformation" differ in the priority, but they share a complementary relationship at certain period. In the beginning of this paper, from the perspective of theoretical analysis, the author reviews the theory of industrial structure and the sustainable development theory and conducts an analysis on the characteristics and significance of industrial transition. Then through the research and analysis of the industrial transition in the typical resource-orientated city, Jixi, the author comes to a conclusion that the best path for industrial transition of resource-exhausted cities shall be the employment of a combination between "minor transform" and "major transform" to achieve the "progressive transformation". Jixi is a typical resource orientated city. This thesis analyzes the progressive transformation of industry in Jixi. And it delves into concrete measures: building mine-steel-electricity-three-dimension industry mode; constructing the national base for the mine machine manufacturing; enhancing the development of high-end manufacturing to follow sustainable economy policy. The analysis shows the combination of “Major transform” and “Minor transform” will better the progressive transformation of industry, regarded as the most effective way for resource orientated city innovation.
