中文摘要：	本研究在系统调研分析山东省诸城市烟叶生产现状的基础上，按照“加强一个基础、实现四个化”的总体要求，研究关键问题的解决办法与应对措施，借鉴国内外现代农业建设经验，以烟农增收、企业增效为目标，探索促进烟草农业要素的合理流动和最佳配置，推进烟草农业生产设施与生产技术现代化和管理手段现代化，为烟叶生产“规模化种植、集约化经营、专业化分工、信息化管理”的社会化服务、标准化生产体系构建规模稳定、优质高效、环境友好、生态安全的现代烟草农业体系，形成适合山东烟叶持续、健康的发展模式。通过实地调研、实践探索和归纳对比分析，研究诸城市烟草由传统小农生产向现代烟草农业的转变中需要进一步调整的生产力和生产关系，提出了适合诸城市乃至山东省现代烟草农业发展的策略和应对措施。改善了烟叶产区农业生产基础条件，完善农业产业基础环境，促进农业生产要素的协调发展。有效解决农业资源与发展的矛盾，保持烟区、烟叶的可持续发展，提升烟叶在行业中的基础性地位，提高烟叶原料在行业品牌发展中的保障能力。发挥烟草龙头企业的先导和带动作用，引领发展现代农业，在促进社会主义新农村建设，构建社会主义和谐社会中发挥行业作用，为构建“和谐烟草”、“责任烟草”奠定坚实基础。是可以通过挖掘烟叶特色，提高烟叶质量，有效地提高烟叶国内外市场竞争力，特别是烟叶的核心竞争力。可以有效地让烟农轻松种烟，增加收入，提高烟叶种植的经济效益。
英文摘要：	Based on systematic research and analysis of current tobacco production situation in Zhucheng city, Shandong province, this paper focuses on studying solutions and counter measures of key issues according to the general requirement of “enhancing one foundation and achieving large-scale plantation, intensive operation, information system management and specialization”. The paper also explores a modern tobacco agricultural system with stable scale, high quality and efficiency, friendly environment and safe ecosystem. That system borrows experience in modern agricultural construction at home and abroad and aims to increase incomes of growers and profits of corporation. Meanwhile, that system can boost the reasonable flow and optimum allocation of tobacco agricultural elements and promote the modernization of tobacco agricultural manufacturing facilities, production technology and management methods. It is expected that a sustainable and healthy development pattern of Shandong tobacco can be formed. Through on-the-spot investigation, practice and exploration and comparison, this paper studies productivity and production relations that need further adjusting during the transformation of tobacco in Zhucheng city from traditional small-scale production to modern tobacco agriculture. Thus, some strategies and counter measures are put forward that suits the development of modern tobacco agriculture in Zhucheng city, even Shandong province. As a result, basic conditions of agricultural production in tobacco-producing areas are bettered. Agricultural and industrial fundamental environment is perfected. Coordinated development of agricultural production elements is boosted. Conflicts between agricultural resource and development should be effectively solved so that tobacco and tobacco-planting areas can witness sustainable development. Then tobacco’s fundamental role can be enhanced in this industry and tobacco leaves’ supportability can be boosted in the development of industrial brands. Tobacco corporations should play their leading role in developing modern agriculture and building a new socialist society. They should also lay a solid foundation for “harmonious tobacco and responsible tobacco”. Tobacco leaves’ competitiveness in domestic and foreign market, especially their core competitiveness, can be enhanced through discovering their feature and improving their quality. Tobacco growers can plant tobacco effectively, increase incomes and improve economic benefits of growing tobaccos.
