| 中文摘要： | “风险”和“风险管理”概念的形成经历了一个较长的时期。上个世纪八十年代以来，国际上主要的发达经济体陆续出台了风险管理相关的法规和标准，推动了风险管理在企业的开展。二十一世纪初，风险管理开始在中国兴起，并呈加速发展之势。与理论层面的快速发展相比，国内企业风险管理在实务层面却明显滞后。不少企业对全面风险管理做出了有益探索，但普遍还处在内容不全面、操作不规范、运作欠实用的层面，存在诸多课题需要研究。中国移动北京公司是一家典型的国有控股海外上市企业。公司从2003年开始探索引入国际主流的风险管理理念，结合国内实际情况，探索建立全面风险管理体系。本文从风险和风险管理的概念着手，进而对国内企业风险管理开展现状进行分析，以国际主流的ERM框架为主要参照，提出了北京移动全面风险管理体系构建思路，结合公司管理实际，在实务层面循序推进全面风险管理，在实践中不断探索、总结和完善，取得了明显成效，最终搭建成功全面风险管理体系。文章最后对北京移动的作法进行了总结。 | |
| 英文摘要： | The concepts of risk and risk management had been developed for a long time. Since 1980s,many developed countries made laws and standards about risk management, drovethe development of risk management. From the the beginning of 21 century, risk management began to develop in China, and became a hot topic in recent years. Compared to the fast developing of risk management theories,the practice in China are lagged. Many companies try to do risk management and get some useful experiences, but most of them have to face to the challenges and problems that need to be resolved. Chinamobile Beijing is a typical state-owned company listed in Newyork Scock Exchange.Since 2003, the company has begun to apply the international risk management theory to build up the comprehensive enterprise management system. This articleintroduces the concept of risk management,and then analyses the development sitiuation of risk management in China. Referred to the Enterprise Risk Framework, the author did reaserch,and successfully established the risk management system eventually. At the end, this article indicates the future of risk management in Chinamobile Beijing. | |
